- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) # 111952 is assigned and shall be referenced on any quotations. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code for this acquisition is 33411. The size standard for the NAICS code is 500 employees. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with Shaffstall Corporation, 8531 Bash St. Indianapolis, IN 46250 for the purchase of a commercially available Tape Duplication System. The system will be used primarily in a laboratory environment but may be required to be transported in a mobile laboratory. At a minimum the systems must: (1) be capable of byte for byte copying and verification of the following tape formats: QIC (including SLR4 and MLR3); AIT (Up to AIT3); DDS (UP to DDS 4); DLT (Up to 8000); Super DLT (Up 8mm; Travan (Up to TR 5). (2) have two (2) tape drives of each format and provide the ability to copy from one (1) format to a different format. (3) provide the ability to make multiple copies of a tape and handle multi-volume tapes. (4) run from a Windows environment on a standalone system and provide the ability to perform more than one duplication job at a time (5) have the capability to read and display tapes at several levels including ASCII, EBCDIC and HEX level with the ability to perform a HEX dump of data from the tape and/or convert data on tape from EBCDIC/ASCII. (6) have the ability to read certain types of tape formats, without the requirement to restore the tapes, including : DEC; CPIO; AS/400; TAR; SYS326; AS/400 and (7) the ability to extract data from the tape without the requirement for restoration. The proposed contract action is for a Tape Duplication System which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and will result in a Firm Fixed Price contract beginning upon the date of acceptance by selected offeror. Interested parties must identify their capability and response to this requirement and submit a quote in order to be considered. FOB Destination is FBI Academy, Quantico, VA. This is not a request for competitive quotes. However, all compliant quotes received within fifteen (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2000); FAR 52.212-2 Evaluation - Commercial Terms (Jan 1999); FAR 52.212-3- Offeror Representations and Certifications - Commercial Items (Jul 2002); FAR 52.214-4 Contract Terms and Conditions - Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #111952 and shall be submitted to Aretha Terry, Contract Specialist, at the address mentioned above and all responses received by July 19, 2004 by 4:00pm will be reviewed by the Government. Interested parties are hereby notified that due to security issues, only faxed offers will be considered. Compliant quotes can be faxed to (703) 632-6427. Quotes not received by the designated time and date will not be accepted. Award is anticipated within one (1) week after closing. Telephone requests will not be honored.
