Description
The Agency for Healthcare Research and Quality (formerly the Agency for Health Care Policy and Research) intends to negotiate on a sole source basis with the Regents of the University of California, University of California, San Francisco, 3333 California Street, Suite 315, San Francisco, CA 94143. The contract objectives are to: (1) maintain, monitor, and enhance a national, Web-based, learning program for providers of health care that relies on reports of near misses, medical errors, and patient harm/injury as a result of health care and is modeled after the current AHRQ WebM&M; (2) advance learning about patient safety and provide CME, CEU, etc. as appropriate by healthcare professional category as it relates to cases presented in the AHRQ WebM&M; (3) improve patient safety by serving as a national resource on patient safety alerts, new evidence, and best practices/interventions for reducing the risk of patient injury/harm associated with the delivery of health care; and (4) serve as a national link to relevant patient safety resources in both the public and private sector. The estimated period of performance is for 2 years with three 1 year option periods. It is anticipated that the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The University of California San Francisco (UCSF) has been the Contractor for the AHRQ WebM&M since September 2001. As such, UCSF has developed unique trust levels, skills in confidential transactions, professional relationships, and a successful, anonymous payment system to support this project. Of particular value is the level of trust developed between UCSF and users of the site. There have been no breaches in the confidentially/anonymity required to gather cases, work with those health care professionals submitting cases for review, and provide appropriate payment as incentives to submit usable cases. The ability of the Contractor to provide these services in a confidential/ anonymous way are fundamental building blocks of this extremely successful program that provides readily available and actionable information for reducing medical errors and improving patient safety, Without the Contractor's ability to carry-out these efforts in a confidential/anonymous manner, the program would fail. The level of trust with a new Contractor would not be the same and would threaten the viability of this program which is a critical part of AHRQ's patient safety portfolio -- designed to help reduce medical errors and improve patient safety. Interested parties should fax a written request to the Contracting Officer at 301-427-1740 no later than 5:00pm on July 23, 2004. All responses will be considered by AHRQ. Telephone requests will not be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
