- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH THE UNIVERSITY OF GUAM (UOG) FOR THE NATIONAL WEATHER SERVICE, PACIFIC REGION HEADQUARTERS (NWS). PURPOSE OF PROPOSED CONTRACT IS TO TAILOR PRODUCTS OF THE GLOBAL EL NINO SOUTHERN OSCILLATION (ENSO) PREDICTION MODELS TO THE PACIFIC REGION, AND TO INTERPRET AND DISSEMINATE REGIONAL FORECATS TO PUBLIC POLICY OFFICIALS ON THE PACIFIC ISLANDS. FOR THE PAST NINE YEARS, THE UOG HAS MADE SIGNIFICANT PROGRESS IN IMPLEMENTING A SUCCESSFUL ENSO APPLIED RESEARCH PROGRAM WITH THE PACIFIC BASIN DEVELOPMENT COUNCIL (PBDC), NOAA, AND THE UNIVERSITY OF HAWAII (UH). THE CORNERSTONE OF THIS PROGRAM HAS BEEN THE CREATION AND DISSEMINATION OF ACCURATE RAINFALL, SEA LEVEL, AND TROPICAL CYCLONE ACTIVITY FORECASTS THROUGH THE PACIFIC ENSO APPLICATION CENTER NEWSLETTER. PROGRESS TOWARDS COMPLETION OF REGIONAL SYNOPTIC CLIMATOLOGIES NOW INCLUDES TECHNICAL REPORTS DETAILING EFFECTS OF ENSO ON ISLAND STATES OF MICRONESIA AND AMERICAN SAMOA. THE MAJOR THRUST OF THE UOG EFFORTS FOR PEAC DURING 2004 WILL BE TO COMPLETE THE SYNOPTIC CLIMATOLOGIES FOR MANY OF THE ISLANDS OF MICRONESIA (EITHER AS ONE LARGE COMPENDIUM CONTAINING SECTIONS FORE ACH ISLAND, OR AS INDIVIDUAL TECHNICAL REPORTS FOR EACH ISLAND GROUP). INVESTIGATORS AT UOG HAVE ALSO DEVELOPED THE FINAL FORMAT FOR SYNOPTIC CLIMATOLOGIES FOR PALAU, THE FSM, GUAM, THE CNMI, AMERICAN SAMOA, AND THE REPUBLIC OF THE MARSHALL ISLANDS. UOG HAS ALSO PREPARED AND PUBLISHED 38 PACIFIC ENSO UPDATE NEWSLETTERS. WORK UNDER PROPOSED CONTRACT WILL INCLUDE CONTINUATION OF THE PACIFIC ENSO UPDATE NEWSLETTER ON A QUARTERLY BASIS. WORK WILL ALSO INCLUDE CONTINUING OUTREACH PROGRAMS AND EDUCATING ISLAND USERS ON THE APPLICATIONS OF THE INFORMATION NWS PROVIDES. PROPOSED CONTRACTOR WILL ALSO IMPROVE ENSO AND RELATED WEATHER PREDICTIONS IN THE DEVELOPMENT OF A SERIES OF SYNOPTIC CLIMATOLOGIES FOR THE VARIOUS ISLAND STATES/REGIONS. DUE TO WORK UOG HAS ALREADY COMPLETED IN THIS AREA, NO OTHER SOURCE IS CAPABLE OF PROVIDING WORK UNDER PROPOSED CONTRACT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000.
