Description
The United States Holocaust Memorial Museum (USHMM) intends to award on a sole source basis in accordance with Federal Acquisition Regulations (FAR) Part 6.302. Award will be made to Huntington T. Block Insurance Agency Inc., Washington, DC, under the Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being accepted and a written solicitation will not be issued. Solicitation Number: 9531-04-R-0014 is issued as a Request For Proposal (RFP). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 01-24. The associated NAICS code is 524210 (Insurance Agencies and Brokerages) and small business size standard of $6.0 Million. The United States Holocaust Memorial Museum (USHMM) seeks for one year the following insurance coverage for the following Contract Line Item Numbers (CLINs): CLIN0001 PROPERTY AND INLAND MARINE (INCLUDED IN "PROPERTY" ARE FLOOD, EARTHQUAKE AND TERRORISM) $200,000,000 coverage, $500,000 deductible (included as sub-limits under CLIN 0001: Flood $50,000,000 coverage, $500,000 deductible and Earthquake $50,000,000 coverage, $500,000 DEDUCTIBLE); CLIN 0002 COMMERICIAL UMBRELLA COVERAGE ($25,000,000 million coverage, $0 deductible); CLIN 0003 COMMERCIAL CRIME COVERAGE ($1,000,000 coverage, $1,000 deductible); and CLIN 0004 FINE ARTS INSURANCE ($15,000,000 coverage, $10,000 deductible).The USHMM is located at 100 Raoul Wallenberg Place, SW, Washington DC 20024-2126, and is on 5 floors and is approximately 258,000 square feet. Also, to be included in the insurance coverage are the following facilities: Ross Administrative Center: 45,000 square feet, L'Enfant Plaza: 30,000 square ft, Linthicum: 30,000 square ft and the Regional Offices: located in California, Chicago, Florida and New York. (Please Note: The USHMM only requires Personal Property insurance coverage i.e. Museum owned contents for the following locations: L'Enfant Plaza, Linthicum, USHMM's Museum Shop Inventory (the inventory is stored at a vendor's facility located in Jessup, Maryland) and the USHMM's Regional Offices). This acquisition is FOB Destination. The period of performance will be July 31, 2004 through July 30, 2005. The place of performance is Washington DC. Proposals in response to this notice must include 1) Price Proposal-- a firm fixed price for each line of insurance coverage specified in the CLINS above. 2) Technical Proposal-- A) Complete description of each line of insurance coverage proposed; including how the offeror intends to meet the USHMM's needs B) Solicitations/bids obtained by the offeror and C) The offeror's recommendation(s) of which underwriters provide the most comprehensive coverage at the most cost effective price. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The following incorporated clauses and provisions are those in effect through FAC 01-24 and are applicable to this acquisition; FAR 52.212-1, Instruction to Offerors Commercial Items; FAR 52.212-2, Evaluation of Commercial Items. Offerors must submit a completed copy of the provision FAR 52.212-3 Offerors Representations and Certifications-Commercial Items, with its offer; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2004) - in paragraph (b) the following clauses apply; 52.203-6 Alternate I, 52.222-3, 52.222.21, 52.222-26, 52.222-35, 52.222-36, 52.222-37,52.232-33,52.232-36. To be eligible to receive an award resulting from this solicitation, the contractor must be registered in the Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, you may apply through the Internet at http://www.ccr.gov. Award will be made using Simplified Acquisition Procedures. Therefore, the evaluation procedures at FAR 13.106-2 will be used. All responsible sources may submit an offer, which, if timely received, will be considered by the USHMM. Proposals are due in the Procurement Office by 12:00 P.M.
