Description
DESC: The Defense Threat Reduction Agency (DTRA) seeks potential sources for Information Technology (IT) capabilities to satisfy the full range of DTRA IT and information processing needs in support of the DTRA Arms Control mission and mission support. This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only and in no way obligates the government to issue a solitation. The DTRA Arms Control Information and Notification (ACIN) Program supports the identification and assessment of emerging technologies and techniques potentially applicable in the Arms Control arena, the incorporation of those technologies and techniques that are deemed to be cost and mission effective into the operational information processing environment, and the evolving operation of a sound IT program that provides maximum flexibility and utility to satisfy existing and future compliance monitoring and reporting requirements for DTRA. This Sources Sought Synopsis specifically addresses the Arms Control Enterprise System (ACES), a project under the ACIN Program which is intended to replace the current U.S. Compliance Monitoring and Tracking System (CMTS). The ACES project supports the continued development of a new system based on the approved requirements, architecture, and technical approach. Although the architecture, design and hardware have already been selected and approved, the contractor will continue to assess emerging technologies and techniques. In a potential future solicitation, DTRA could select a Contractor who shall assist in the modernization of all lifecycle aspects of CMTS as it applies to the DTRA Arms Control mission and mission support. Request respondents respond to requirements in five task areas, as follows:  Task Area A: Requirements and Systems Engineering ? Review, refine and implement lifecycle engineering and management processes, including configuration and requirements management. The contractor will execute previously defined and documented systems engineering process standards acceptable to DTRA, to continue development of technical alternatives, the review and implementation of technical specifications and the allocation of specifications (and capabilities) to software releases within the context of the overall systems engineering approach.  Task Area B: IT Development ? Analyze the DTRA developed architecture, technical specifications, systems engineering documentation, hardware and detailed systems designs, with the primary objective of developing usable, testable software. The contractor will review previously documented systems architectures, fine-tune high level and detailed systems designs, support design reviews, conduct development, and update or prepare documentation (including development documentation, end-user documentation, systems administration documentation, and training documentation).  Task Area C: IT Test and Evaluation ? Testing and evaluation of software, hardware, DBMS, and telecommunications systems. Activities performed will define and implement development testing, develop test plans and test cases, and support acceptance testing of a developed system.  Task Area D: IT Implementation/Deployment ? Deployment of hardware, software, DBMS, and telecommunications systems. Activities performed will accommodate delivery and installation of completed systems, delivery of final versions of software, user and systems documentation, and support training activities.  Task Area E: IT Assessments and Technical Support ? Development and delivery of studies and assessments in support of the ACES Project. Activities performed will include delivery of studies and assessments, information briefings, and support to negotiation teams. The Contractor shall ensure that the IEEE/EIA 12207 standard for defining, planning, managing, developing, verifying and validating, and documenting software products are applied for all tasks performed under Task Areas B, C, D, and E. The Contractor shall employ structured engineering management processes; to this end, DTRA seeks sources evaluated at SEI CMM Level 2 or higher. This Sources Sought Synopsis is not a request for proposals: it is a market research tool being utilized to determine the availability of suppliers should a Request for Proposal (RFP) be issued. Any information submitted by respondents to this sources sought are strictly voluntary. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Prospective suppliers may supply a capability summary not to exceed ten (10) pages in length describing their relevant corporate experience, and their approach to meeting the requirements for CMMI evaluation and/or ISO 9000 certification. DTRA encourages submissions for small business, small disadvantaged business, woman owned business, and 8(a) sources for elements of the proposed statement of work. All information submitted in response to this Sources Sought Synopsis shall include a point of contact and be received no later than 23 July 2004. Upon request the government will provide the System/Software Requirements Specification and the System Architecture Requirements Allocation Document.
