Description

Combined Synopsis/Solicitation Notice The Library of Congress, Congressional Research Service requires expert analysis of, and recommendations regarding its system for authoring its written reports and memoranda, and making them available to Congress. This analysis includes the following tasks: (1) analyze and document the current systems, 2) propose alternative systems and provide the associated advantages and disadvantages, and cost estimates of each, (3) present options and review them with CRS managers and staff, (4) develop a draft project implementation plan for the selected alternative, and (5) submit final project implementation plan. A Pre-Proposal Conference is scheduled for Thursday, July 1, 2004 at 10:00am in the James Madison Memorial Building LM 223. Registration for the conference is to be made via email to mdexter@crs.loc.gov., all registration are to be made by June 29, 2004. ALL PROPOSAL ARE DUE ON OR BEFORE JULY 30, 2004 AT 2:00PM. BECAUSE OF THE MAILING SYSTEM ON CAPITOL HILL WE SUGGEST YOU DO NOT SUBMIT YOUR PROPOSALS VIA CARRIER. ALL CARRIER SERVICES MAIL MUST GO TO OUR OFF-SITE CLEARANCE CENTER FOR PROCESS PRIOR TO DELIVERY ON CAPITOL HILL. DELIVERY CAN BE MADE TO LIBRARY OF CONGRESS, 101 INDEPENDENCE AVE, SE JOHN ADAMS BUILDING ROOM 325, WASHINGTON DC 20540. ALL SUBMITTED PROPOSALS MUST CONSIST OF ORIGINAL AND 5 COPIES OF BOTH TECHNICAL AND COST.
