Description
The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to QWIP Technologies, LLC, Altadena, CA. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center. The Redstone Technical Test Center's Subsystem Test and Analysis Branch require a Focal Plane Array (FPA) with a pixel size of 1024 x 1024. This array will be used during calibration of the Objective MIRSP projector of the same pixel size. It has been determined that a one-to-one pixel ratio is ideal. Currently, QWIP Technologies is the only vendor that manufactures an array of this size. This array is required to be supplied as GFE to Lockheed Martin/Santa Barbara Focal Plane, to integrate into their Long Wave Infrared Camera no later than 2 August 2004. In order to use another vendor's array would require writing new software and accomplishing hardware integration with the existing camera. Therefore, due to time, compatibility, and related cost issues, no other vendor other than QWIP Technologies meets the requirements. RTTC has determined that the equipment required is available from only one responsible source and no other type of equipment will satisfy agency requirements. Award to a vendor other than QWIP Technologies would result in the acquisition of substandard equipment that will not meet mission requirements. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST July 16, 2004, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
