- The U.S. Army Corps of Engineers (USACE), Portland District is anticipating awarding a best value contract for archaeological reconnaissance at Bonneville Lock and Dam Project. The purpose of this contract will be to conduct a survey of new and prev iously recorded cultural resources and traditional cultural properties found on the fee lands within the Bonneville Lock and Dam Project on the north side of the Columbia River, between River Mile 143 and River Mile 191.5, an area of approximately 700 acre s. This inventory will identify both historic properties as defined in 36CFR800, the implementing regulations for the National Historic Preservation Act, and traditional and sacred properties as defined in National Register Bulletin No. 38. The field surv ey and report preparation will be carried out by the contractor. The contractor shall utilize the services of Yakama National Cultural Resources Program personnel in order to represent the tribal view of cultural resources within Yakama ceded lands to ins ure that traditional knowledge of cultural places and activities in the area receive respectful consideration during the inventory process. Such knowledge shall be utilized along with scientific archaeological methods of site location and documentation. Knowledge of traditional and sacred places and archaeological site locations is necessary for appropriate comprehensive management of those areas located on Federal property. The survey area is limited to the Government lands owned in fee within the Bonne ville Project on the north side of the Columbia River only. Access to some areas on land may be difficult and close survey by boat may be the most practical method of survey up to the mean high water mark. New or updated site forms shall be prepared by e ach of the locations that contain cultural resources. Site forms shall be acceptable to the Washington State Historic Preservation Officer. Each category on the site forms shall be completed in full detail. Site maps shall be provided with each site for m. Contractor is responsible for obtaining Smithsonian site numbers for all newly recorded archaeological sites. These site numbers shall be included in the Final report. Each site examined and/or recorded shall be listed in a Table for inclusion in the draft and final report. The listing shall be in consecutive order starting with the most downstream location and progressively moving upstream. Each location shall be defined by a Township, Range and fractional Section appropriate for the size of the cu ltural resource. The locations that were not, or cannot be, evaluated shall also be noted by an appropriate comment. The following staff shall be available to carry out this contract: Program Manager to manage the contract, and coordinate the documentat ion and reporting requirements. Principal Investigator to ensure reporting and documentation standards, and to participate in survey and field documentation where professional expertise is necessary. Faunal Analyst to identify faunal and human remains fo und at site areas. Cultural resources staff with appropriate skills and training to carry out the survey work. The contractor shall obtain the services of personnel from the Yakama Nation Cultural Resources Program to insure that tribal knowledge of cult ural resources in the survey area is incorporated into the study. Prior to initiating fieldwork, the contractor shall meet with the Yakama Nation Cultural Resources Program Manager to discuss sacred and sensitive site areas. A Cultural Specialist from the Yakama Nation shall participate full time during fieldwork and report preparation. The contractor shall ensure that all sacred and sensitive site information is discussed and approved by the Yakama Nation Cultural Resources Program Manager prior to inclusi on in the draft and final reports. This procurement will be selected based on best value to the Government with the submission of technical proposals required. Negotiations. The government intends to award based on initial proposals and does not plan on conducting negotiations, though it reserves the right to do so. Deviations not permitted. Offers that take exception to the terms or conditions of this solici tation may be rejected. Best Value Basis. The Government will use a tradeoff process to determine award using price and other factors. The Government may award to other than the lowest priced or highest rated offeror. The following evaluation factors w ill be used in the selection process: PRICE. The total price will be used in the determination of the award. All other factors, when combined, are equal to price. The Price Proposal shall be complete, detailed and submitted on forms provided in the Request For Proposal. Contractors shall complete all line items in Section B, the Schedule of Offers. The degree of importance of price as a factor shall become more important when technical factors are of relatively equal merit. TECHNICAL FACTORS. The Government will evaluate each proposal using the following technical factors. Each factor is approximately equal in importance. PAST PERFORMANCE. The Government will conduct a performance evaluation based upon the record of satisfactory performance in relevance to geographic area and type of work. Past performance refers to the quality of recent project experience from the owner??????s/agency??????s perspective. PAST EXPERIENCE. The offeror must have previous experience working with the Yakama Tribe and be able to demonstrate an effective working relationship. The procurement is open to both large and small businesses. The small business size standard for this procurement is a concern, including all affiliates, with average annual gross sales or receipts fo r the proceeding three years not in excess of $6 million.
