Description
The U.S. Army TACOM-Picatinny at Picatinny Arsenal, NJ has a requirement for the procurement of the M1A2 Bangalore Torpedo (BT) Demolition Kit Assemblies, NSN: 1375-00-926-1948, and any future variants. The M1A2 kit consists of 10 tube assemblies, 10 connecting sleeves and 1 nose sleeve. The tube assemblies are steel tubes 5 feet (ft) long and 2 1/8 inches in diameter, grooved and capped at each end. The tube assemblies have a 4-inch, composition A3 booster (1/2 pound each) at both ends of each 5-foot section. The main explosive charge is 10 1/2 pounds of composition B4. The kit is packaged in a 60 3/4 by 4 9/16 inch wooden box and weighs 211 pounds. TACOM-Picatinny intends to satisfy this requirements through limited competition based on Other Than Full and Open Competition procedures utilizing the authority of 10 U.S.C. 2304 (c)(3), as implemented by FAR 6.302-3(b)(1)(v)(B), Industrial Mobilization, restricting this requirement to the National Technology and Industrial Base. It is anticipated that the Government will issue a firm fixed price contract including a base year and four one year options. The base year will consist of a four (4) month Producibility Study of the Government's Technical Data Package (TDP) to review manufacturing processes and alternate commercial off the shelf (COTS) parts which may be applied to the M1A2 production. First Article Testing (FAT) and Lot Acceptance Testing Samples (LAT) will be required. The quantity range for the Base Year is 500-4,000 BT Demolition Kits. Quantity ranges for the option years, if and when exercised, are as follows: Option year 1: 500-1,300 kits, Option year 2: 500-3,500 kits, Option year 3: 500-4,800 kits, and Option year 4: 500-4,600 kits. The Government will supply the explosive components (Composition A3 Booster Material and Composition B4) as Government Furnished Material (GFM) for the Base Year only. Offerors will be required to propose with the Government supplying this GFM for the Base Year and with the contractor providing the explosive material for the remaining 4 Option Years, if and when exercised. The Producibility Study will start immediately after contract award for a period of 4 months. The First Article Test (FAT) and final report will be completed 300 calendar days after contract award. Production will begin 344 calendar days after contract award with the first delivery 415 calendar days after contract award. Final delivery will be within 24 months after contract award. If and when the options are exercised, the contractor has five (5) months to begin delivery, with a minimum delivery of 50 kits per month. Bar Coding Packaging will be required. This TDP contains restrictive markings and will not be released until a signed and approved DD Form 2345 is received along with the AMSTA-AR 1350.
