- The U.S. Army Garrison Hawaii is pursuing the privatization of the U.S. Army owned electrical distribution systems which distributes electrical service on military installations located on the Island of Oahu, State of Hawaii in accordance with 10 USC 2688 'Utility Systems: Conveyance Authority' and Department of Defense Reform Initiative Directive #49, 'Privatizing Utility Systems' dated 23 December 1998. Should privatization prove to be economical, it will include the transfer of ownership, operati on, and maintenance of the electrical distribution system. The scope of this initiative involves the purchase, transfer of ownership, upgrades, repairs and replacements, and the continued operation and maintenance of the electrical distribution system. I t is intended that privatization will reduce the Army's life cycle costs. The Government shall not be held responsible for the cost of a party's expression of interest or, if formal requests for proposals are issued, the cost of an offeror's proposal. Interested sources shall notify the Contracting Officer at the following address: Regional Contracting Office Hawaii, Building 520, Pierce Street, Fort Shafter, HI 96858-5025 or fax (808) 438-6563 or email at CampbellD@shafter.army.mil and provide a state ment of interest on company letterhead (not to exceed 10 pages in length) no later than 28 July 2004 which includes as a minimum the following: (1) understanding of federal, state (to include Hawaii Revised Statutes, Chapter 269), and local laws and regula tions affecting utilities in the State of Hawaii; familiarity and experience with State of Hawaii and U.S. Environmental Protection Agency, Region-9 , environmental compliance procedures; (2) capability and experience in the ownership, operation and mainte nance of similar electrical distribution systems; (3) financial capacity to purchase, expand, and operate electrical distribution systems; (4) a statement showing an understanding of the obligation to serve in regards to utility services; (5) a statement s howing an understanding that a certificate of public convenience and necessity will be obtained in time to allow for retail sale of electric service by contract award date, (6) a statement of whether the company is a small or large business. A firm is con sidered a small business if, including its affiliates, it is primarily engaged in the generation, transmission, and/or distribution of electric energy for sale and its total electrical output for the preceding fiscal year did not exceed 4 million megawatt hours. SYSTEM DESCRIPTION: The following is provided to give an approximation of the size, scope and general description of the U.S. Army's electrical distribution systems on the island of Oahu. Numbers provided are for general estimating purposes only. The electrical utility syste m consists of many separate and distinct systems. These are Schofield Barracks: Two 44-kv distribution substations, 1.9 circuit miles of 44-kv overhead sub-transmission line, 33.0 circuit miles of 7.2-kv overhead primary distribution line, 659 pole-mount ed transformers, 15.7 circuit-miles underground primary distribution line, and 280 pad-mounted transformers. Wheeler Army Airfield: One 12.47-kv switching station, 5.8 circuit-miles of 12.47-kv overhead primary distribution line, 63 pole-mounted transfor mers, 13.6 circuit-miles of 12.47 underground primary distribution line, and 97 pad-mounted transformers. Fort Shafter: One 12.47-kv switching station, 11.1 circuit-miles of 12.47-kv overhead primary distribution line, 214 pole-mounted transformers, 2.0 circuit-miles of 12.47 underground primary distribution line, and 25 pad-mounted transformers. Tripler Army Medical Center: Two 12.47-kv switching stations, 1.2 circuit-miles of 12.47-kv overhead primary distribution line, 11 pole-mounted transformers, 1 0.7 circuit-miles of 12.47-kv underground primary distribution line, and 24 pad-mounted transformers. Aliamanu Military Reservat ion: One 12.47-kv switching station, 5.8 circuit-miles of 12.47-kv overhead primary distribution line, 9.5 circuit-miles of 12.47-kv underground primary distribution line, and 79 pad-mounted transformers. Fort DeRussy: One 12.47-kv switching station, 1. 0 circuit-miles of 12.47-kv underground primary distribution line and 6 pad-mounted transformers. Helemano Military Reservation: One 12.47-kv switching station, 0.5 circuit-miles of 12.47-kv overhead primary distribution line, 13 pole-mounted transformer s, 7.1 circuit-miles of 12.47-kv underground primary distribution line, and 68 pad-mounted transformers. Waianae Army Recreation Center: 0.3 circuit-miles of 12.47 kv overhead primary distribution line, and 8 pole-mounted transformers. Kahuku Training A rea: 0.4 circuit-miles of 12.47-kv overhead primary distribution line, and 6 pole-mounted transformers. Schofield Barracks East Range: 5.1 circuit-miles of 12.47-kv overhead primary distribution line, 17 pole-mounted transformers, 2.1 circuit-miles of 1 2.47-kv underground primary distribution line, and 3 pad-mounted transformers. Kia'i Kai Hale Coast Guard Housing: 0.30 circuit-miles of 12.47-kv overhead primary distribution line, 7 pole-mounted transformers, 3.7 circuit-miles of 12.47-kv underground pr imary distribution line, and 31 pad-mounted transformers. The issue date for this solicitation is estimated to be on or about 30 September 2004. The solicitation issue date may be earlier or later than the estimated date indicated. The proposal due date is estimated to be 90-days after issuance of the solicitat ion. The actual proposal due date will be specified in the solicitation.
