Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number DTNH22-04-R-08397 applies and is being issued as a Request for Proposal (RFP) . This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-24. The associated North America Industry Classification System (NAICS) Code is 237130. Competition for this requirement is "full and open." The National Highway Traffic Safety Administration (NHTSA), Vehicle Research and Test Center (VRTC) has a requirement to purchase a Portable Lifting Tower (mounted on a Trailer) for camera applications. The tower shall have the following minimum characteristics in order to meet the program requirements: 1) extend to a height of >=80 ft., 2) be capable of being self-supported (no guy wires) in winds less than 75 mph (rating based on ANSI/TIA/EIA 222-F-1996), 3) capable of being erected or taken down to/from its max height in 5 minutes or less, 4) portable and capable of being pulled by a ? or 1 ton pickup truck, 5) able to support a load of 3 video cameras mounted on pan tilt mechanisms. (weight of the total load is approximately 125 lb. and the total surface sail area of the load is approximately 5 square feet). The area of land occupied by the deployed trailer/tower should be no greater than four standard parking spaces (approx 25? x 34?). The tower should be normally self-supporting, but in extreme weather areas or during extended installation periods it should be capable of being guyed (guy wires should be priced separately). The trailer unit that the tower mounts to must be capable of housing a generator to power a maximum load of 5000W for a minimum of 8 hours without user intervention and must have a weather-tight, lockable cabinet large enough to fit three full-sized tower case personal computers, with a keyboard, mouse, and monitor.Delivery shall be FOB: Destination to the Vehicle Research and Test Center, 10820 State Route 347 ? Building 60, East Liberty,OH 43319 with final inspection and acceptance at destination. VRTC intends to award a firm-fixed price contract for a quantity of one (1) tower/trailer assembly . Delivery of the tower/trailer is required no more than 13 weeks after award. Accelerated delivery is preferred and will be evaluated as such. Offers must contain: 1) Prices ? per unit cost for portable lifting tower with trailer Additional optional equipment may be offered by the vendor and should be priced separately. Offerors must also provide the basis for prices of optional equipment (e.g. Standard Catalog Price, GSA Schedule Negotiated Price, etc). This additional optional equipment will not be evaluated for the purpose of awarding this contract. As applicable, any proposed discounts, on a most-favored customer basis, shall be identified. 2) Detailed description of the tower and any optional equipment proposed. 3) Proposed delivery schedule. 4) Brief history of vendor's tower manufacturing experience and company history. 5) Names of at least two references for orders of similar products within the last three (3) years who can attest to the quality of services and equipment received from the offeror. Each reference must include customer's name and address, contact person, date of performance, telephone number and contract value. 6) Name and signature of an authorized company representative along with telephone and fax number. 7) A completed copy of FAR 52.212-3 Offeror Representations and Certifications ? Commercial items must be submitted along with the Offeror's quote or prior to receiving award of a contract. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors ? Commercial Items. The government will award a contract resulting from this RFP to the responsible contractor whose proposal , conforming to the stated minimum requirements of the RFP, will be most advantageous to the Government, price and other factors considered. The government will first review the information provided by the offeror to determine if the proposed item meets the minimum requirements of the government as stated earlier in this announcement. If these minimum requirements are not met, the offeror will be considered "technically unacceptable" and will receive no further consideration for award. If these requirements are met, then the offeror will be evaluated on the following factors. Each factor is of equal value. (1) Proposed delivery schedule of tower/trailer assembly. An offeror proposing to deliver the required item in less time than stated in this solicitation will be evaluated higher for this factor. (2) Experience and Past Performance. The offeror's established background and history in the production and delivery of the proposed item will be reviewed. In addition, the offeror's record of past performance (i.e. record of customer satisfaction with identical or similar items provided by the contractor) will be reviewed. If the offeror has no established record of past performance, then that offeror will be evaluated only on experience for this factor. If the offeror has a record of past performance, and that record is poor, then that offeror will receive an overall rating of "poor" for this evaluation factor. (3) Ease of trailer setup and operation based on technical trailer design (leveling systems, outrigger setup, anchoring systems, etc). These three factors, when combined are as important as price. FAR 52.212-4, Contract Terms and Conditions - Commercial Items apply.
