Description
Contracting Office Address Transportation Security Laboratory Transportation Security Administration William J. Hughes Technical Center Atlantic City International Airport, NJ 08405 Description The government is seeking potential sources to participate in an assessment of off the shelf technologies or near off the shelf technologies to track commercial hazardous materials (hazmat) being transported by truck and rail. The equipment must be capable of collecting real-time (or near-real-time  within 5-15 minutes), continuous, and centrally available information on the location of hazmat shipments. The purpose of the assessment is to conduct vulnerability analyses, analyses of information protection concerns, and assessment of issues regarding malicious physical intervention and access. Definitions Commercial hazardous materials  All non-DOD-related substances or materials which have been determined by the Secretary of Transportation to be capable of posing an unreasonable risk to health, safety, and property when transported in commerce. The term includes hazardous substances, hazardous wastes, marine pollutants, and elevated temperature materials as defined in 49 CFR 171. Vulnerability analyses  Determination of all weaknesses in the system Company priority Information All vendors will be protected from disclosure of any data resulting from the assessment and will have access to the test results as they pertain to their specific product. Assessment length The government anticipates a four- to six-month assessment Security issues All potential vendors will be U.S. companies and any personnel assigned to the contract shall be U.S. citizens. Responders to this RFI are requested to provide as much of the following information as possible: ? Description of system ? Concept of operation ? Rough estimates on initial set-up, equipments cost (hardware and software) and operational costs for a four- to six-month assessment ? Past performance of company on similar type of system. ? Technical qualifications of company and technical experts ? Any other relevant information. Respondents are requested to provide their best estimates, with accompanying rational, or descriptions of planned activities to obtain the requested information. This is a request for information only. Solicitations are not available at this time, and as such, any request for a solicitation will not receive a response. This notice does not constitute a commitment by the government. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Interested parties should submit responses to the point of contact by COB within two weeks of release (23 JULY 2004). Responses are to be limited to five (5) pages, with the preferred option being an electronic submission (MS Word or Adobe PDF file). Font size shall be 12 point Times New Roman.
