Description
The U.S. Department of State, Office of Logistics Management, Acquisition, on behalf of Overseas Buildings Operations (OBO), anticipates the award of at least five indefinite quantity/indefinite delivery contracts to provide engineering services for conducting value engineering (VE) studies on a variety of OBO projects. One of the contracts will be set aside for small business. The North American Industry Classification System (NAICS) Codes for this service is 541330. The small business size standard is $4.0 million or less based on the annual average gross revenue of a firm which has been in business for 3 or more complete fiscal years. The VE studies are for various Diplomatic U.S facilities located overseas. The contract will have a ceiling of $2,500,000 over a period of five years, $500,000 per year (one year base contract w/four option years). Task orders will be placed against the contract on an as needed basis with a minimum of $50,000 awarded over the contract period. Individual task orders will be negotiated for each requirement with the average study cost ranging from $30,000 to $60,000. The successful firm must be able to accomplish the value engineering studies, mainly in the Washington, DC area, with teams trained and experienced in the principles and application of Value Engineering methodology. The contractor will be required to provide a meeting room and logistical support in the Washington, DC area. A certified value specialist (CVS) as certified by SAVE International, The Value Society, will be required to oversee all value engineering work. VE teams procured under the task orders will consist of a multi-disciplined group of licensed architects and engineers, who will work on the VE studies exclusively for the length of the study (generally three to five consecutive work days). The teams shall be composed of members having expertise in the civil, architectural, structural, mechanical, cost estimating, and electrical disciplines and may require specialized expertise in interior design, landscaping, fire, physical security, technical security, telecommunications, geotechnical, LEEDS, sustainability and planning expertise. Firms may identify the use of consultants in Part I, C of SF 330 to supplement in-house expertise. The study group will follow the five-step job plan as recognized by the SAVE International, The Value Society. All team members must be trained in VE methodology. Team leaders procured under the individual task orders must be a CVS, currently certified by SAVE International. The reports from the study will be submitted electronically and in hard copy. In order to be eligible to perform under this contract, the successful offeror be able to obtain a Department of Defense (DoD) Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. Specifically designated personnel assigned to this contract must also possess a Secret personnel security clearance issued by the Defense Industrial Security Clearance Office (DISCO). Subcontractors who will require access to classified information must also possess a DoD Secret FCL. All offerors will be required to comply with security requirements as detailed in the NISPOM. If a selected offeror does not possess the necessary FCL, the Department of State will sponsor the firm for an FCL. Sponsorship does not guarantee that the firm will receive the clearance. A period of six calendar months from selection of the final offeror will be allowed for this offeror to obtain the necessary FCL. After this period the Government may, at its discretion, consider awarding the contract to another firm or awarding less than five contracts under this effort. Firms, which form joint ventures, must also comply with the above FCL and personnel security clearance requirements. Firms which meet the requirements of this solicitation are invited to submit: (1) two copies of Standard Form 330 (see attachment), Architect-Engineer Qualifications; (2) two copies of a qualification statement, in block H of the SF 330, addressing the evaluation factors listed below; (3) two hard copies of a VE study report produced by the firm on an office building/facility construction project; and (4) an electronic copy, on a compact disk (CD), of a VE study report produced by the firm on an office building/facility construction project (the same study as provide in hard copy). The electronic copy of the VE study will include the entire VE report submitted and it should be indexed at a minimum to the report sections. The diskette should be labeled with the name of the VE contractor and the title of the VE study. Firms responding to this announcement on or before the closing date will be considered for selection. Selection will be made using the following evaluation criteria which are listed in descending order of importance: a) Demonstrated recent experience in conducting multi-disciplined VE studies and technical/cost reviews of designs for office building/facility construction project type projects. (maximum number of projects is 10) The included VE study report (for a single project) should include functional analysis, fully developed cost impacts, to include life cycle cost impacts and redesign estimates, and fully developed technical impacts of implementing VE recommendations. (30%) b) Demonstrated recent experience in designing office buildings/facility projects and professional qualifications of individuals assigned to the team. (25%) (maximum number of projects is 10) c) Previous experience with overseas projects; and demonstrated ability to estimate initial and life cycle costs for locations outside of the United States. (20%) d) Organizational capability to assemble multiple (two or three) qualified teams and conduct studies with minimal advance notice (three weeks on average) (15%) e) Ability to produce a fully functional electronic version of the VE study report (judged by looking at included electronic copy of VE report). (10%) Firms responding to this announcement must specifically address each of the above factors under separate headings.
