Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 128677 is assigned and shall be referenced on all documentation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The North American Industry Classification System (NAICS) Code is 423410 with a business standard of 500 employees. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business-Small Purchase Set-Aside. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://fedbizopps.gov/. This site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information concerning this acquisition. This action will result in an all or none Firm Fixed Price one time buy. This procurement is being conducted for the acquisition of the following brand name or equal cameras. Sensors Unlimited Inc., Princeton, NJ is the manufacturer of this camera . This requirement is for the acquisition of four (4) Ingaas NIR mini camera Model SU320MX-1.7RT which includes palm controller software or equal. The minimum performance characteristic of this camera are as follows : Camera includes palm operating software configuration file, connector cable and auto gain. Detector Array: Indium Gallium Arsenide (InGaAs); Array Format: Not less than 320 x 240 pixels; Optical Fill Factor: Not less than 99.9%; Detector Pitch: Not less than 40 microns; Spectral Response: 0.9 - 1.7 microns; Quantum efficiency: Not less than 70% from 1 micron to 1.6 microns; Lens Interface: C Mount Digital Data: 12 bit Frame Rate:(a) 30 Hz (RS170 Interlaced), 60 Hz (RS170 progressive scan) (b) 25 Hz (CCIR Interlaced), 50 Hz (CCIR progressive scan)Analog Output: Interlaced or progressive scan; Digital Output Format: 12 bit RS422image Correction: 2 point (offset and gain) pixel by pixel user selectable at all 8 integration times; Exposure Time Range: 16.27 milliseconds to 127 microseconds RS170 variable in 8 steps; Mean Detectivity, D* 1 : 4 x 1013 cm ??Hz/W; Noise Equivalent Irradiance 1 : Not greater than 3 x 108 ph/cm2 sec; Noise (RMS): Not greater than 50 electrons; Full well: Greater than; 5 x 104 electrons; Scan Mode: Continuous or triggered True Dynamic Range: Not less than 1000:1; Operability 2 : Not less than 99%; Operating Temperature: 0oC to 40oC; Storage Temperature: -10oC to 60oC; Humidity: Non Condensing; Notes: 1 waavelenght = 1550 nm, exposure time = 16.3 ms (no lens). 2 The fraction of pixels with responsivity deviation less than 30% from the mean. Power Requirements: (a) AC: Provide AC Adapter; 100 - 240VAC, 47 - 63 Hz; (b) DC: 3-5 V; less than 0.6 A at 25o C; Physical Requirements shall be as follows: Length: Not greater than 5 cm; Width: Not greater than 6 cm; Height: Not greater than9.5 cm; Weight: Not greater than 350 grams with no lens. The above listed characteristics are intended to be descriptive, but not restrictive. Unless visibly marked that the vendor is quoting an ?gequal?h the offered items shall be considered the brand name product as referenced in this announcement. If offering an equal product the brand name of the product furnished shall be clearly identified on the proposal. The evaluation of quotes and the determination as to the equality of the product shall be the responsibility of the Government and shall be based on information provided by the vendor. The Government is not responsible for locating or securing any information which is not identified in the quotation and reasonable to the purchasing activity. To insure that sufficient information is available the vendor must furnish as part of their quote all descriptive material necessary for the purchasing activity to determine whether the product meets the salient characteristic of this requirement. Vendors proposing to modify a product to make it conform to the requirements of this announcement shall include a clear description of proposed modification and clearly mark any descriptive material to show proposed modification. Warranty shall be for one year after acceptance of the equipment. : All responsible sources may submit a quote which shall be considered. All quotes shall be submitted to the address listed above no later than 11:00 AM, EST, JULY 22, 2004, quotes shall be clearly marked RFQ 128677. The following clauses and provisions are incorporated by reference and are applicable to this acquisition: Federal Acquisition Regulation (FAR) clause 52.212-1 Instruction to Offeror-Commercial Items (JAN 2004); FAR clause 52-212-2 "Evaluation-Commercial Items" (Jan 1999); FAR clause 52.212.4, Contract Terms and Conditions-Commercial Items" (OCT 2003); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order- Commercial Items" (JUNE 2004); Subsection (a)(b) and (e) apply. Past Performance: Offeror shall provide at a minimum the names and telephone numbers of three customers that have acquired the same or similar products. Offerors will be evaluated in accordance with FAR Clause 52.212-2 Evaluation -Commercial Items (Jan 1999). The following factors shall be used to evaluate: Technical and Past Performance when combined are more important than Price. The ability to meet the technical requirement and price in descending order. All responsible vendors may submit a quote which, if timely received, shall be considered by the FBI. The Government reserves the right to award without discussions. Each offeror shall include a complete copy of the FAR provision 52.212-3, Offeror Representation and Certification- Commercial Items (MAY 2004).
