Description: SUBJECT: Participating as a member in the International Fuel Cell Hybrid Workshop. DESC: The U.S. Department of Energy?s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to The National Fuel Cell Research Center (NFCRC) for the following work: STATEMENT OF WORK - The National Fuel Cell Research Center (NFCRC) will organize and host the International Fuel Cell Hybrid Workshop. The workshop will focus on hybrid systems (1) in the range from 15kW to 300MW, (2) fueled by natural gas, coal, and renewable sources, and (3) with a breadth concepts (including chemical hybrids) and applications (residential, stationary power, and mobile power). Particular attention will be directed to (1) the emerging international activity in fuel cell hybrid interest, hybrid programs, and hybrid technology, and (2) the potential for cooperation and collaboration between participating countries. This colloquium will be in the form of collaboration between participating countries. this colloquium will be in the form of presentations given on the technological, environmental, regulatory, and market aspects of advanced energy technologies in general, and fuel cell hybrid technology in particular. DELIVERABLE: The National Fuel Cell Research Center shall deliver to the U.S. Department of Energy three sets of proceedings covering the Colloquium and the workshop. The proceedings shall be submitted ten weeks after the completion of the Colloquium. This purchase order is being issued to The National Fuel Cell Research Center (NFCRC) because the selection of the NFCRC as the organizer of this workshop is based on three decision criteria. First, the NFCRC, through a contract with Southern California Edison (SCE), tested one of the world?s first operating fuel cell-microturbine hybrid systems. This testing experience, along with the complementary fuel cell research, makes them the world experts in this field. Second, the NFCRC has hosted this conference and other similar conferences in the past giving them the experience and expertise in hosting such events. Third, it was determined that the conference should be held on the west coast this year. The NFCRC is one of the few organizations with the resources, expertise and required capabilities to host a conference on hybrid technology on the west coast. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result the announcement. This award shall be made using FAR 13, Simplified Acquisition Procedures. Request for information should be addressed to Mr. Robert L.
