- Description
- The National Institute of Standards and Technology (NIST), Low Background Infrared (LBIR) Facility, has a requirement for (1) set of cryogenic mirrors for the BXR II. The LBIR facility performs infrared radiometric measurements in 20 K background environments under ultrahigh vacuum conditions. The mirrors must be made of solid aluminum where at least the reflecting surface is gold plated. The cryogenic mirror set to be fabricated consists of four types of mirrors for a total of 17 mirrors and one witness sample mirror: 1) Three (3) 8.6 cm diameter off-axis paraboloids; 2) Four (4) 3.2 cm diameter off-axis paraboloids; 3) Two (2) 3.2 cm diameter off-axis ellipsoids; 4) Eight (8) 3.2 cm diameter flats; 5) One (1) 2.50 cm diameter flat witness sample. The performance of one of the 7 cm off-axis paraboloid mirrors shall be demonstrated at a temperature below 245 K. The mirror surface below 245 K shall have an irregularity not greater than 0.200 waves P-V over 98% clear aperture and 0.050 waves RMS over the entire clear aperture. The mirror shall be tested in an unconstrained condition. The period of performance shall be 25 weeks from the date of award. FOB shall be DESTINATION, Gaithersburg, MD. The acquisition shall be conducted in accordance with FAR Part 15, Contracting by Negotiation. This acquisition shall be a cascading small business set-aside. Because this is a cascading small business set-aside, all business sizes are invited to respond. However, if at least two small businesses submit acceptable proposals, then the acquisition becomes a small business set-aside, and only the proposals from the small businesses shall be evaluated. All other proposals shall be excluded. In accordance with the Non-Manufacturer Rule, to qualify as a small business under a small business set-aside, the distributor and the manufacturer must be a Small Business under the NAICS code identified below. The NAICS code for this requirement is 334516 with a small business size standard of 500 employees. The competitive Request for Proposal (RFP), specifications, attachments, RFP amendments, and all questions and answers related to this acquisition shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFP number SB1341-04-R-0017. The RFP is anticipated for release to the vendor community on or about July 15, 2004, and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFP in order to be considered for award of any resultant contract. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained.
