STATEMENT OF WORK ADMINISTRATION OF THE DENISON ORGANIZATIONAL CULTURE SURVEY AND ANALYSIS AND REPORTING OF RESULTS FOR THE DEFENSE LOGISTICS AGENCY (DLA) OBJECTIVE: The primary objective is to: acquire the Denison Organizational Culture Survey to administer at twelve DLA activities (DLA HQ, Document Automation and Document Service (DAPS), Defense Energy Support Center (DESC), Defense Supply Center Columbus (DSCC), Defense Supply Center Richmond (DSCR), Defense Supply Center Philadelphia (DSCP), Defense Distribution Center (DDC), Defense Reutilization and Marketing Service (DRMS), Defense National Stockpile Center (DNSC), DLA-Europe (DLA-E), DLA-Pacific (DLA-P), and the Defense Logistics Information Service (DLIS)); obtain separate culture assessment reports for DLA and for each of these activities and their work units; and to conduct three, one-day workshops related to the application of the Denison Culture Model and interpretation of the culture reports. This statement of work includes three parts: acquisition of the Denison Organizational Culture Survey for administration by a Contractor to be determined by the Government; data analysis and culture assessment report preparation for all culture survey data received; and three, one-day workshops conducted before and after the culture assessment. The Government will provide the Contractor with the data from the culture survey items, and work unit, demographic and other information with which to prepare the culture assessment reports. 1. TASKS: a. Task 1. (1) Denison Organizational Culture Survey: The Contractor shall furnish the 60-item Denison Organizational Culture Survey to administer to 23,000 DLA employees by a contractor to be determined by the Government with anticipated responses from 12,000 of these employees. (2) Deliverable: The contractor shall deliver the 60-item Denison Organizational Culture Survey to be administered to 23,000 DLA employees by a contractor to be determined by the Government with anticipated responses from 12,000 employees. b. Task 2 (1) Denison Organizational Culture Survey Reports. The contractor shall analyze the Government-furnished culture survey data for DLA, DLA HQ and each of the Field Activities and their Work Units received during the assessment from the culture survey items, and work unit, demographic and other information. (2) Deliverable: The Contractor shall deliver 200 culture report segments and 50 culture report comparisons for DLA, DLA HQ and each of the Field Activities and separate reports for each of their Work Units. The reports shall be the standard Denison Culture report format prepared with data received during the assessment from the culture survey items, and work unit, demographic and other information all to be supplied to the contractor by the government. c. Task 3. (1) Workshops. The Contractor shall conduct three, one-day (8 hour) workshops before and after the DLA culture assessment at HQ DLA, Fort Belvoir, VA. (2) Deliverable. The first, one-day pre-assessment workshop shall provide 30 participants (appointed Culture Champions) with hand-outs and a thorough overview of the Denison Culture Model and Culture Survey to include case studies, a summary of the research on the impact between culture and performance and other information related to possible organization development and training and development solutions to close any gaps in the culture found through the follow-on assessment. The second, one-day post-assessment workshop shall provide 30 participants (Senior Leaders) with hand-outs and a brief overview of the Denison Culture Model and Culture Survey to include case studies, along with a summary of the research on the impact between culture and performance. Copies of the overall assessment results along with a presentation of these results and the major issues shall be provided. Teams from each DLA activity shall separately review the overall results and the results for their own activities. The design of the report out and discussion shall address key issues and organizational challenges highlighted in the overview. Action planning shall follow to help the senior leaders interpret their results and translate them into action. The third, one-day post-assessment workshop shall provide 30 participants (Appointed Culture Champions) with hand-outs and a brief overview of the Denison Culture Model and Culture Survey to include case studies, along with a summary of the research on the impact between culture and performance. Copies of the overall assessment results along with a presentation of these results and the major issues shall be provided. Culture Champions from each DLA activity shall separately review the overall results and the results for their own activities. The design of the report out and discussion shall address key issues and organizational challenges highlighted in the overview. Action planning shall follow to help the culture champions interpret their results and translate them into action. 2. REPORTING REQUIREMENTS a. Initial Project Planning Meeting. There shall be a meeting between the Contractor and the COR within two (2) weeks of the Date Of Delivery Order (DODO). The purpose of this meeting shall be to exchange any information necessary for performance of the delivery order and to ensure smooth coordination. If any adjustments need to be made which are clearly within the scope of work, they will be made at this time. Additional meetings will be determined on an as-needed basis. Meetings will occur at the contractor?s facility. b. Format for Reports. The final reports shall be provided by the Contractor as PDF files on CD ROM diskette and two (2) copies of each report printed from this file. The Contractor shall send the reports (via expedited mail) to the COR. c. Government Review Time. The Contractor shall be allowed one additional day, at no additional cost to the Government, for each day of Government-caused delay in review time. To receive an extension, the Contractor must request one in writing from the Contracting Officer. 3. PLACE AND PERIOD OF PERFORMANCE a. Anticipated period of performance: 8 to 10 months. b. Anticipated place of performance: Contractor site and HQ DLA.
