Description
This announcement is a combined synopsis/solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 01-24. The NAICS code for this requirement is 721110 and the small business size is $5M. The provisions at 52.212.1, Instructions to Offerors-Commercial applies to this acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. This is a best value procurement and evaluation of offers will be based on quality, past performance, price and location. The clause 52.212-4, Contract terms and conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions required to implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 5.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225.3; and 52.232-34. The Corporation For National and Community Service, a wholly owned Government Corporation, intends to award a purchase order to a qualified vendor who can provide lodging, conference space and meals for AmeriCorps*VISTA Leader?s.. This training will take place in Atlanta, GA, August 24-27, 2004. The group will check in on Friday, August 23, 2004 and will check out August 27, 2004. Registration: Six (6) rectangle tables and a message board should be set up in the assigned registration area outside the main meeting room along with a phone line and phones beginning at 9:00pm on June 2, 2004 and remaining until conference conclusion. For those participants arriving before check-in, an area should be designated for luggage storage. A message board should be set up and left in the registration area throughout the conference. Sleeping rooms: One Hundred and Forty One (141) Double Sleeping Rooms for August 23-26, 2004; Six (6)Double Sleeping Rooms, August 23, 2004, Forty-Five (45) Double Sleeping Rooms for (3 nights)August 24-26. Meeting space: One (1) general session room for August 24-27, 2004, 2 rectangle tables at front of general session room each day for presenter materials. August 24-27, 2004 for 100 attendees set in rounds of six (6) to eight (8) chairs from 8:00am ? 6:00pm. General Session is not to be changed during the course of this event. Breakout Rooms: 2 rectangle tables at front of the breakout room each day for presenter materials. 2-August 25-26, 2004 for 35 attendees set in rounds for six to eight from 8:00AM-6:00PM. Breakout rooms are not to be changed during the course of this event. Refreshments: To be served each morning and afternoon of the training. Morning breaks may consist of coffee and tea at breakfast; afternoon breaks should include cold drinks, coffee, tea and light snacks. Meals: Full breakfast for One Hundred (100) participants from 7:00-8:30am on August 25-27, 2004. AM breaks (Coffee/Tea Refresh) are for One Hundred (100) participants from 10:00- 10:30 am on August 25-27, 2004. Lunch for One Hundred (100) participants from 12:00-1:00pm on August 25-27, 2004. PM breaks are for One Hundred (100) participants from 3:00- 3:30 am on August 24-26, 2004. Dinner for One Hundred (100) participants from 6:00-7:30pm on August 24-26, 2004. Menus must be included in your proposal along with a standard meal package cost. Equipment: Message board and registration table (4 rectangle tables and a message board should be set up in the assigned registration area starting at 11:00 am August 24, 2004 and remaining there until conference conclusion). Flip chart stands (flip chart pads not needed) Two (2) August 24, 2004-registration area and one in general session room. Four (4) August 25-26, 2004-registration area, general session and in each breakout room. Two (2) August 27, 2004-registration area and general session. Overhead projector and screen 2-August 24, 2004-in general session room 3-August 25-26, 2004- general session and in each breakout room. Microphones 2-August 24-27, 2004-in general session (1 lavaliere and 1 wired) CD Player 1-August 24-27, 2004-in general session Sound Mixer 1-August 24-27, 2004-in general session TV/VCR 1-August 25, 2004-in general session Telephones- set in back of general session 2- August 25, 2004 in general session Telephone Lines- set in back of general session 4- August 25, 2004 -in general session Computer Printer-set in back of one general session 1-August 25, 2004-in general session Transportation Shuttle service needed on August 24th and August 27th, 2004 to and from area airports. Please include prices for parking. Miscellaneous Items-please include prices for the following: Phones, faxing, copying, needed by CNCS staff Rental expenses for A/V equipment must be included in your proposal. Fees at the hotel, if any. Miscellaneous: Only sleeping room rental, meeting room rental, and scheduled meeting costs and meal/snack costs for these guests should be included in this solicitation. Incidentals: The guests will pay personal expenses (telephone calls, room service, etc.) themselves. Special requirements: Meeting rooms and at least 25% of sleeping rooms must be accessible to physically challenged individuals. At least 25 % of the attendees at meals will be vegetarians or vegans. Federal regulations require that any hotel/conference space contracted shall comply with the American Disabilities Act (ADA) requirements and the FEMA, Fire Prevention and Control guidelines and submit proof of such compliance. All proposed prices must be inclusive. For example: audio-visual rentals and the cost of food must include gratuity, if applicable. Proposal must be submitted in writing, signed by a person authorized to negotiate on behalf of the proposal with the government and sent to the address in this announcement.
