Description
The National Geospatial-Intelligence Agency (NGA) is requesting a Statement of Objective (SOO) and a proposal for upgrading the NGA's legacy control system for NGA's VIP Theater. Offeror shall furnish all the necessary services, including but not limited to labor, material, training, testing and warranty for the Theater upgrade. Offerors must make a site visit in order to be eligible for award. A site visit is tentatively scheduled for Wednesday, 14 July 2004 at 1000 at 4600 Sangamore Road, Bethesda, MD 20816. Any changes to this site visit will be posted as soon as possible upon notification. All Offerors must call (301) 227-7798 or (301) 227-6937, at least one day prior to scheduled visits in order to arrange for the necessary security clearance. Please allow 30 minutes before site visit for security clearance and parking. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for proposal (RFP) OCRN8841040100. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23 and Defense Acquisition Circular 91-13. This is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 541330 and the size standard is $4M. Include in the proposal, the company's name, address, point of contact, cage code, DUNS number and telephone number. In addition, the following provisions and clauses apply to this acquisition: FAR 52.212-1, Instruction to Offerors Commercial FAR 52.212-2, Evaluation-Commercial Items FAR 52.212-4, Contract Terms and Conditions-Commercial Items FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Reps and Certs can be found at http://farsite.hill.af.mil) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items DFARS 252.246-7000, Material Inspection and Receiving Report. DFARS 252.212-7001, Contract Terms and Conditions required to Implement Statutes applicable to Acquisitions of Commercial Items All contractors must be registered with the Central Contractors Registration (CCR) to be eligible for award. Please see website http://www.ccr.dlsc.dla.mil/ for information on how to register with CCR or call (888) 227-2423. Only faxed, emailed or hand delivered proposals will be accepted. The Government intends to make an award to the responsible contractor, whose offer conforms to this solicitation and is determined to provide the best value to the Government. The factors for evaluation are Technical Capability, Past Performance and Cost/Price as shown below. The Technical and Past Performance are equal in value and when combined are significantly more important than Cost/Price. 1. TECHNICAL CAPABILITY: Technical capability will be measured by the level of experience that the offeror demonstrates that they have performed system design, installation, and maintenance of equivalent systems. a. Technical Skills: The offeror shall demonstrate skill and knowledge level in every aspect of Presentation Systems design, installation, operation and maintenance. This includes the highest technical standards possible for quality audio/video and multi-source switching systems. The offeror must exhibit they have successfully installed presentation systems for auditoriums, theaters and production facilities. b. b. Facilities: The offeror must have the capability to do in-house repair, modifications, and on-site construction of modular equipment systems. Offerors must provide a list of special tools and test equipment used for testing and evaluating television and teleconferencing systems. c. 2. PAST PERFORMANCE: Past performance data will be supplied by each offeror submitting a proposal. Offerors must provide a list of recent clients within the last three years and phone numbers for reference to include contracts with government as well as private industry. Data will answer questions, shown below, regarding the quality of the offeror's work experience: a. Has the offeror previously delivered similar work or capability? b. Did the offeror deliver on time and on budget? c. How well did the offeror perform in accordance with contract requirements? d. Has the offeror been responsive to customer needs both during and after delivery? e. Would you award another contract to the offeror? 3. COST/PRICE: The offeror's cost/price will be evaluated for cost realism. Unrealistic offers will not be considered for selection and further contract award. Cost/price will not be a weighted factor in the evaluation of proposals. Interested offerors must attend the site visit for their proposal to be accepted for award. No partial quotes will be considered. All offers are due no later than Friday, July 23, 2004 at 2:00 p.m. EST.
