Description
NASA?s Goddard Space Flight Center intends to issue a Request for Offers (RFO) for space flight qualified Attitude Control System (ACS) Thrusters, in support of the Solar Dynamics Observatory (SDO) Project. The scope of work for this procurement shall include the design, development, fabrication, and delivery of eight (8) flight and two (2) spare Attitude Control System (ASC) Thrusters in support of the SDO project. The thrusters will provide for (when commanded by a flight control subsystem)S/C attitude control, station keeping, momentum unloading, and de-orbit, and in backup modes tip-off correction and orbit raising. The thrusters will be capable of providing a total impulse consistent with the requirements of the Government?s specification when supplied with saturated Monomethyl Mydrazine (MMH) fuel and saturated Nitrogen Tetroxide (MON-3, Low Iron), and pressurized with gaseous helium. The useful life of the engine shall be five years of empty storage, handling, and test under the applicable environmental conditions provided in the Government?s specifications, six months of storage with the spacecraft fueled, and five years of life on orbit. In addition to the SDO requirement, the RFO will include one, priced option for eight (8) flight and two (2) spare, space flight qualified ACS thrusters in support of the Lunar Reconnaissance Orbiter (LRO) mission. The schedule for delivery of all space flight qualified thrusters is between November 2005 and August 2006. All work shall be accomplished in accordance with Specification 464-PROP-SPEC-0068, entitled ?Propulsion Subsystem Attitude Control System (ACS) Thrusters Specification? and Statement of Work (SOW) 464-PROP-LEGL-0021 entitled ?Solar Dynamics Observatory (SDO) Project Propulsion Subsystem Attitude Control System (ACS) Thrusters. The Specification and SOW will be provided with the issuance of the RFO. This procurement will be a full and open competition under NASA FAR Supplement (NFS) Part 1871, ?Midrange Procurement Procedures.? The aggregate amount of which is not more than $10,000,000, and the NFS can be accessed at: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm . NASA GSFC anticipates awarding a Firm Fixed-Price type contract for the ACS Thrusters with an anticipated award date on or about October 11, 2004. The Government does not intend to acquire commercial items using FAR Part 12. The North American Industry Classification System (NAICS) Code for this procurement is 336415, with a corresponding size standard in number of employees of 1,000. The anticipated release date of the RFO is on or about July 17, 2004, with an anticipated offer closing date on or about August 17, 2004. The actual due date for receipt of offers will be stated in the prospective RFO. Upon issuance of the RFO, all qualified responsible sources may submit an offer which shall be considered by this agency. An Ombudsman has been appointed -- see NASA Specific Numbered Note ?B?.
