- PURCHASE AND INSTALLATION OF CARPET ------------------------------------------------All questions concerning this requirement must be submitted via email to elaine.logan@ots.treas.gov by 4:00 P.M. Thursday, July 8, 2004. No further questions will be accepted after this time. Telephonic questions will not be accepted. All questions and answers will be posted in an amendment to the combined synopsis/solicitation. The modular furniture at OTS was purchased in 1987 from Westinghouse, the manufacturer. The governments estimate for this requirement is $400,000 to $500,000.------------------------------------------------------------------------------------------- The Office of Thrift Supervision (OTS), a bureau of the Department of The Treasury, has a requirement for the purchase of 186,000 square feet of carpet for its headquarters building located at 1700 G Street, NW, Washington, D.C. 20552. The proposed carpet must meet the following specifications: Construction ? tufted, Surface texture ? level loop, Face Yarn ? permanent soil resistance, Dye System ? yarn dyed, Pre-Applied adhesive ? adhesive system with no off-gassing and no VOCs. Adhesives must meet or exceed EPA requirements concerning the emission of volatile organic compounds and be CRI Green Label Certified, Size ? 18? x 18?. The following is the Minimum Acceptable Performance: Static ? no greater than 3.0 kv when tested under the Standard Shuffle Test, 70 degrees Fahrenheit, 20% relative humidity, Flammability ? passes DOC-FF-1-70 Pill Test, Floor Radiant Panel Test ? Meetings NFPA Class 1 when tested under ASTM E-648 glue down, Smoke Density ? NBS Smoke Chamber NFPA-258 ? Less than 450 Flaming Mode. Minimum Acceptable Warranties are Wear ? no less than 10% face yarn loss by weight in normal use over the life of the carpet, Static ? lifetime of carpet, Edge Ravel ? no edge ravel in normal use over life of the carpet, Delamination ? No de-lamination in normal use (without chair pads) over life of the carpet, Tuft Bind ? No zippering, wet or dry, Adhesive ? will bond the carpet to the raised flooring system for the life of the carpet. Conditions-OTS will select the carpet color from samples provided following award. Samples of proposed carpet type, grade, and quality proposed must be provided with each proposal and must be a minimum of 12? x 12?. Color selections will be contingent upon availability of a color suitable to OTS. A loading dock is available for off-loading carpet. The hours of operation for the loading dock are 7:00 a.m. ? 5:00 p.m. Monday through Friday. A minimum of five days notice must be given before carpet is delivered. A storage area within the facility will be provided for the carpet. Inside delivery from the truck to the storage area is required. No parking for other vehicles except the delivery truck is available on site. Installation: Installed quantity: 142,500 square feet. The facility where the carpet will be installed is fully occupied. Parking is available on site between the hours of 7:00 p.m. and 5:00 a.m. on Monday ? Friday, all day Saturday, Sunday, and federal holidays. (delete - during the hours specified above.) Names and vehicle information must be provided in advance. The location of any damaged floor tiles or pedestals identified during carpet installation will be noted so that OTS may take corrective action. All questions must be submitted via email to Elaine.logan@ots.treas.gov. This notice is a combined synopsis/solicitation prepared in accordance with FAR Part 13.105. A separate solicitation is not available. Award of a firm fixed price purchase order will be made to the offeror whose proposal represents the best value to the Government, price and other factors considered. The successful offeror will be responsible for providing all carpet, materials, labor, and management of the installation. Proposals in response to this notice should include 1. Price Proposal?a firm fixed price for the carpet purchase and installation. 2. Technical proposal?literature inclusive of photographs describing the carpet and method by which the carpet will be installed in OTS? occupied facility. The proposal must include a detailed plan for accomplishing the carpet installation under these constraints. Within two weeks of award, a detailed schedule/sequence of installation must be provided addressing specific locations where carpet will be replaced. All aspects of the installation, including how to address modular workstations, must be addressed. Removal of existing carpet tiles and removal from site is required in conjunction with the installation of the new tiles. Work Areas: Sixth Floor ? replace all carpeted surfaces throughout the floor, Fifth Floor ? replace all carpeted surfaces throughout the floor, Second Floor ? replace all carpeted surfaces throughout the floor (including the amphitheater), Ground Floor ? replace carpet surfaces in the credit union, security supervisor?s office. Basement ? replace carpet surfaces in mail room, copy center manager?s office, employee lounge, Treasury IG office suite, Day Care Center storage room, carpeted areas within Day Care Center, library, training room, Federal Consulting Group space. Conditions: Carpet may be cut around existing wall system (floor to ceiling moveable wall system). Carpet may also be cut around track file systems and library shelves. OTS must specifically approve any other areas where the installer proposes to cut carpet around rather than install carpet beneath any furniture/fixture. All work must be performed Monday ? Friday, between the hours of 7:00 p.m. and 5:00 a.m. Work may also be performed at any time on Saturday, Sunday, and federal holidays. All spaces must be restored for use by no later than 5:00 a.m. on Monday through Friday. 3. Past Performance Information. Each proposal should include three references for sites where similar installation (occupied space) has been accomplished. Reference information should include a contact name and telephone number, size of facility, and date of service. This is an unrestricted requirement. All responsible firms may submit a written response to this notice. A site visit will be held on July 1, 2004 at 10:00 a.m. for interested companies to inspect the facility and condition. Prospective offerors planning to attend the site visit must send an email to the address provided below by June 29, 2004. The email must include the company name along with the name of the individual who will attend the site visit. Offerors are limited to two (2) attendees. Oral proposals will not be accepted.
