- Description
- The Naval Surface Warfare Center, Carderock Division (NSWCCD), intends on issuing an award under Simplified Acquisition Procedures to Bender Shipbuilding & Repair for the purchase of technical services in support of the Navy's Center for Innovation in Ship Design (CISD). This award will be issued on a sole-source basis. NSWCCD has been tasked by the Naval Sea Systems Command to develop a Lightweight Total Ship Architecture Design Concept for High Speed Ships and requires shipyard production expertise in the conceptual design and evaluation of lightweight ship systems designs and associated manufacturing technologies, particularly the applications of laser cutting and welding manufacturing technologies to the design of lightweight ship structures and efficient ship construction build strategies. Bender Shipbuilding is uniquely qualified to provide subject matter expertise in this area due to the shipyard?s extensive implementation of laser production technologies and research. Bender was the first shipyard in the U.S. to install a high powered plated cutting laser (1999) and is currently running 2 systems. Bender is the only company with a Laser Assisted Oxygen (LASOX) cutting capability, and is the only company in the United States to modify a large gantry laser cutting system with laser welding capability. Bender is also the only shipyard to implement tab & slot fitting technology in actual ship construction. Bender will leverage this expertise to perform the required tasking. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This is NOT A REQUEST FOR QUOTATIONS however all interested and responsible parties may submit their technical capabilities to the above POC via email harrisonhl@nswccd.navy.mil within 15 days after the publication of this notice. The capability statement and any other information must be in writing and must contain material in sufficient detail to allow NSWCCD to determine if the party can fully meet the requirement described above. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (See note #22)
