- The Naval Surface Warfare Center, Carderock Division (NSWCCD), intends on issuing an award under Simplified Acquisition Procedures to American Bureau of Shipping Inc. , (ABS) for the purchase of technical services in support of the Navy's Center for Innovation in Ship Design (CISD). This award will be issued on a sole-source basis. NSWCCD has been tasked by the Naval Sea Systems Command to develop a Lightweight Total Ship Architecture Design Concept for High Speed Ships. The unique expertise resident at the American Bureau of Shipping is required to extend and integrate their processes to meet the requirements of the Lightweight Total Ship Architecture Design Concept for Ships. ABS participation is specifically required to draw in experience related to the application of ABS Naval Vessel Rules (NVR) including the ABS Guide for Building and Classing High Speed naval Craft as well as to draw upon the ABS experience base for commercial ship classification where it may apply. This shall include specific experience ABS has had in application of these Rules to current US Navy high speed vessel designs including the X-Craft and the LCS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This is NOT A REQUEST FOR QUOTATIONS however all interested and responsible parties may submit their technical capabilities to the above POC via email harrisonhl@nswccd.navy.mil within 15 days after the publication of this notice. The capability statement and any other information must be in writing and must contain material in sufficient detail to allow NSWCCD to determine if the party can fully meet the requirement described above. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (See note #22)
