PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. SET-ASIDE: THIS PROJECT IS NOT SET-ASIDE. SOLICITATION NO.: N5530040055 DESCRIPTION: The work of this project includes, but is not limited to, the following improvements to Mammoth Cave: the construction of new cave electrical power system, the construction of new cave telephone system and the connection of light fixtures for the Historic Tour Route, the Grand Avenue Tour Route, the Frozen Niagara Tour Route, and the Gothic Avenue Tour Route; the demolition and removal of the existing 7200-volt power system, transformers, panel boards, receptacles, switches, circuit breakers, contactors and branch wiring from the cave; the demolition and removal of the existing telephone system from the cave; (the furnishing and installation of the new light fixtures will be a part of a separate contract and will include the wiring whips, splice boxes and connecting the fixtures to the old power system); the connecting of the new lights to the new power system at the splice boxes will be a part of this contract; the contractor shall be responsible for ensuring that the lights that were operational on the old power system are operational on the new power system, and shall be responsible for the replacement of bulbs or fixtures as necessary to meet the specifications; the installation of new 480-volt transformers; the installation of new panel boards, the installation of new telephones; the installation of new fiber optic cable; the installation of new lighting controls; the installation of new power generators. All work described above shall be closely coordinated with park operations, cave tour schedules and shall be performed according to the special scheduling restrictions included in the specifications so as to minimize inconvenience to cave tours. The work of this contract includes coordinating with an Archeological Monitor to discuss daily work schedule and equipment and special methods to protect archeological resources located within or adjacent to the Historic Tour Route. The National Park Service will award a single negotiated firm-fixed price contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project to the contractor offering the best value to the Government and will require submission of both a technical and a price proposal. The Government will consider an offeror's technical capability to be equally important as price. PROJECT COST RANGE: $2,500,000 to $5,000,000. LOCATION: The construction site is located underground in Mammoth Cave at Mammoth Cave National Park, P.O. Box 7, Mammoth Cave, KY 42259 (Edmonson County). Mammoth Cave National Park is located approximately half-way between Nashville, TN and Louisville, KY near Interstate 65 in Edmonson County. QUALITY ASSURANCE: A construction permit is not required, however, the contractor shall be experienced with work as described above, and the contractor shall show prior evidence of related work. The NAICS Code for this project is 238210 and the small business size standard is $12 million. This procurement is a Request for Proposals (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Negotiated Contracts. A MANDATORY Pre-bid site inspection will be scheduled for all interested parties with the time and date to be announced in the Solicitation Instructions. FAR Clause 53.236-3, Site Investigation and Conditions affecting the Work, will be included in the contract. This clause places total responsibility on the contractor to investigate the project site.
