Description
N1244040018 - This proposed procurement is Unrestricted, Construction Magnitude: $1,000,000 - $5,000,000. The work to be performed under this contract is located along the international border with Mexico at the south boundary of Organ Pipe Cactus National Monument, which is located approximately 25 miles south of Why, AZ (Pima County). The work of this contract consists of the construction of approximately five to eight miles of vehicle barrier along the international border. This includes three styles of barrier constructed from railroad rail and concrete filled structural steel tubing. Two of the styles have concrete bases. The first style is rail on post barrier, consisting of concrete filled/reinforced structural steel tubing posts with a railroad rail horizontal member. The second style is rail on rail barrier consisting of railroad rail posts with a railroad rail horizontal member. The third style is normandy barrier consisting of crossed railroad rail supports with a railroad rail horizontal member. Installation of the normandy barrier style is typically at locations along the border that are on rocky strata. No normandy barrier installation is planned for Phase II construction. Work also includes improvement and maintenance of the unpaved access road along the work areas. Some of the barrier materials will be Government furnished. A list of Government furnished materials is included in the project specification. The contract will include base bid items to install the rail on post barrier and rail on rail barrier. Bid additive items will include rail on post barrier installation. Construction performance period shall not exceed 120 calendar days and shall be completed no later than January 31, 2005. It is highly recommended interested contractors visit the site to ensure an understanding of the current conditions. The solicitation and all related documents will be available at the electronic acquisition website: http://ideasec.nbc.gov. A paper solicitation will not be issued and electronic submission of contractor proposals will not be accepted. Any prospective contractor must be registered in the Central Contractors Registration website in order to be considered for award at http://www.ccr.gov; registration requires applicants to have a DUNS number from Dun and Bradstreet. This is a best value procurement where award will be made based on price and non-price related factors. The Government will NOT select an offeror for award on the basis of superior capability without concern for the price of the offer. Non-price factors are considered more important than Price. Factors include but are not limited to past performance, demonstrated abilities in the types of work required, work plan and schedule, organization of construction management team, accident prevention plan, and subcontracting plan (not applicable to small business).
