Description
The US Fish and Wildlife Service, Region 7 (Alaska) intends to award a sole source procurement to the World Wildlife Fund to provide a report regarding outreach to Russian commercial fisherman on techniques for seabird by-catch avoidance to the US Fish and Wildlife Service. This procurement will also include the following: *Coordinate a trip for a "Fisheries Ambassador" to Russia- a seasoned Bering Sea Fisherman with experience in using seabird avoidance devices. The ambassador will meet with Russian fisherman, provide insights and encouragement in the field of conservation, and help strategize how to improve efforts to engage the fisheries sector in conservation. *Conclude agreement with the Kamchatka Research Institute for Fisheries & Oceanography to ensure participation & support (as well as access to vessels). *Facilitate the completion of observation protocols for the seabird by-catch study in the western Bering Sea; *Provide equipment to assist in the observational work (binoculars, digital camera, etc.). *Produce a large informational/educational poster to be mounted onboard long line vessels. *Coordinate communication and contacts between USFWS and Washington Seagrant (as well as other sources of expertise on seabird by-catch reduction) on methodology and approach to study design. Work will be done in accordance with WWF Proposal titled "Reducing Incidental Take of Seabirds in the Russian Long Line Fishery" This notice of intent is not a request for competitive proposals and the Government does not intend to accept proposals received. Award will be made 15 days after publication of this notice. See numbered note 22.
