- With this announcement, the Chicago District of the US Army Corps of Engineers issues a Pre-solicitation Notice for the Local Flood Protection, Little Calumet River, Indiana, Stage VI-1 South Levee Project in Highland and Hammond, Indiana. The Contr actor will be responsible for providing all necessary facilities, plants, labor, transportation, materials, and equipment to construct a levee protection system consisting of; 6,100 lineal feet (LF) of earthen levee, 1,200 LF of reinforced concrete I-wall, 400 LF of steel sheet pile floodwall, 2,150 LF of drainage ditches, a 45,000 gpm pump station, demolition of an existing pump station, 2 gatewell structures, culverts and sewer appurtenances, recreation trails, ramps, traffic restraints and signage. The Chicago District intends to award a firm-fixed price construction contract. The North American Industry Classification System (NAICS) code is 237990 and is unrestricted to business size. Small Business Size Standard is $28.5 Million average annual gross revenues of the concern taken for the last three fiscal years. If a large business concern is selected for award, it is required to submit a subcontracting plan in compliance with the following small business goals of the Chicago District: (1) at least 57.2% of a contractor's intended subcontract amount be placed with small businesses (SB) (2) at least 10% of a contractor's intended subcontract amount be placed with small disadvantaged businesses (SDB) (3) at least 10% of a contractor's intended subcontract amount be placed with women-owned SB (WOSB) (4) at least 3% of a contractor's intended subcontract amount be placed with service-disabled veteran-owned SB (5) at least 3% of a contractor's intended subcontract amount be placed with HUBZone SB. The estimated magnitude of cost for construction is between $5,000,000.00 and $10,000,000.00. The Request for Proposal will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Minimum system requirements are a 486 base d personal computer, Microsoft Windows 3.1 or greater and 4 MB application RAM, 4MB hard disk space and compact disk drive. Interested Bidders can download the Request for Proposal packages from Internet Site http://ebs.lrl.usace.army.mil/ebs/AdvertisedSo licitations.asp by clicking on the appropriate solicitation number. The solicitation will be available on the Internet on or about 19 July 2004. The due date for proposals will be on or about 19 August 2004 at 4:30 p.m., Chicago local time. Requests for the solicitation made by telephone, fax, or e-mail will not be honored. Award will be made to the offeror who submits the Lowest Priced Technically Acceptable proposal.
