Description
This is a modification of the previous notice for W909MY-04-R-0020. The performance period under the proposed contract has been extended to three years. The remaining requirements remain the same as posted on 25 June 2004. The response date for th e synopsis has not changed. The U.S. Army Research, Development and Engineering Command (RDECOM), Communications and Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining (HD) Office pro poses a non-competitive labor hour contract with S-3 Services, Inc., Khon Kaen, Thailand, for the purpose of providing logistics support for the on-going Field Evaluation of USA RDECOM CERDEC NVESD HD equipment. S-3 Services will provide for operational,m aintenance, language and other logistics support for this effort and interface between NVESD, the Joint US Military Advisory Group (JUSMAG), the Thailand Mine Action Center (TMAC) and their Humanitarian Mine Action Units (HMAU), Ronco, and other Humanitari an Demining Organizations. This support shall be for a period of three (3) years and include but not be limited to the following: 1. An in-country Liaison Officer (LNO) with experience in logistics support in Thailand and possessing a current and valid Certificate of Permanent Residence for Thailand. The LNO shall have knowledge of the Thai language and knowledge of Thai government labor laws and bureaucracy. The LNO shall assist in coordination, management and operations of the HD program to better fa cilitate overall logistical concerns such as transportation, communications, maintenance, and Host Country legal documentation. The LNO shall have familiarity with the TMAC Humanitarian Mine Action Unit (HMAU) operations. 2. A Thai speaking person with excellent command of the English language, both in speaking and writing and with familiarity with HMAU operations who will: (a) Provide on-site logistics support to the HMAUs interfacing daily with the Thai soldiers who are operating the NVESD HD equipme nt fielded in Thailand. (b) Be a liaison between the HMAUs, the NVESD project engineers, and the local Thai economy to facilitate local support for repair or parts on HD equipment if the HMAUs do not have the capability, parts or funding to make the nece ssary repairs. (c) Provide frequent status reports back to the NVESD project engineers notifying them of equipment status (running, down for repairs, not used due to inclement weather, etc.) and any data (approximate number of square metres of vegetation cleared, attachment used and duration of use) on that days events. (d) Be in direct contact with TMAC & HMAU personnel and the equipment on a daily basis (Monday thru Friday) during normal working hours to prevent extended periods of downtime due to min or repairs. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to de monstrate they can successfully perform the effort may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages. The resultant contract will be firm-fixed price. Responses are to be received via email with in 45 calendar days of the date of this notice.
