- SOURCES SOUGHT ?????? This is not a request for proposals. Defense Contracting Command ?????? Washington on behalf of the Office of the Secretary of Defense is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Par t 10.001 to determine the extent of Small Business participation and capability to perform a requirement to obtain a wide range of Advertising Services entitled ??????Department of Defense STARBASE Program?????? in accordance with Federal law and Army regu lations and policies. The NAICS code is 923110; there is no size standard. The SOW is as follows: Department of Defense STARBASE Program (FY 2005 ?????? FY 2007) 1.0 Background. Section 2193b of title 10, United States Code authorizes the Secretary of Defense to conduct a science, mathematics and technology education improvement program known as the ??????Department of Defense STARBASE program??????. Subparagraph (g) requires tha t the Secretary of Defense submit annually to the Congress a report on the program, covering its design and conduct, and evaluating its effectiveness. An initial report was performed for FY 2000. 2.0 Objective. To implement a programmatic reporting mechanism, and support strategy for existing STARBASE sites and new sites that are anticipated to be added each year; and to report to the Congress on the design, conduct, and effectiveness of the STARBASE program in i ncreasing young peoples understanding and appreciation of math, science, and technology. Currently there are 49 existing STARBASE sites. It is anticipated that, subject to available funds, 2-4 new sites will be added each year during the period of perfor mance of this contract. 3.0 Tasks and Deliverables. 3.1 Preparation of STARBASE Annual Report for each fiscal year in a form that may be transmitted directly by OSD to Congress, and that contains the following information: 3.1.1 Assessment of the program??????s effectiveness in increasing young peoples?????? interest in seeking careers in math, science, and technology; 3.1.2 Gauging changes in attitudes and behaviors of young people as measured by increased community awareness, demonstrating good citizenship, and displaying positive social behavior; 3.1.3 Assessment and identification of best practices demonstrated by the program sites; 3.1.4 Assessment and evaluation of the implementation and start-up process for STARBASE sites; 3.1.5 Evaluation of site compliance with DoD guidelines and key program factors. 3.2. Each such report shall be completed to support submission to Congress as follows: (a) Base Year: By December 31, 2004 for activities in FY 2004; (b) First Option Year: By December 31, 2005 for activities in FY 2005; (c) Second Option Year: By December 31, 2006 for activities in FY 2006. (d) Third Option Year: By December 31, 2007 for activities in FY 2007. (e) Fourth Option Year: By December 31, 2008 for activities in FY 2008. 3.3 Each report shall be submitted in final draft form to the OASD-RA representative for editing within thirty (30) days prior to its due date to Congress and completed within seven (7) days after the final edit. All submissions, whether draft or final, shall be in written form and an electronic file format including a CD-ROM version. Each report must be in a style utilizing grammar, punctuation, and format common to and appropriate for Congressional reports of this nature. 3.4 At the direction of the Contracting Officer??????s Representative secure a conference site and coordinate/facilitate a three-day directors?????? workshop. Purpose of the meeting is to share information with all STARBASE directors, discuss and record best practices, review key site evaluation components. Conference to be held on/about March 31st. Contractor must coordinate with Task Manager regarding this task in the 3rd month after award of contract, in the 6th month after award of contract, and mon th ly in the three months preceding the conference. 3.5 Review, evaluate and refine program manager??????s guidance, standardized STARBASE implementation strategy, and curriculum for providing program quality control. 3.6 Review, adjust and/or select evaluation tools that provide for best statistical documentation and evaluation of program performance and success. 3.7 Review, adjust and/or select evaluation tools/methods used by teachers to evaluate student performance in the program; 3.8 Perform audits of 15-20 established sites each year. Review sites for compliance with DoD instructions and key program factors. Develop action plans with timelines for correcting deficiencies. 3.9 Monitor follow-up actions on site self??????evaluation tools that measure site compliance with DOD guidance and key program factors. 3.10 Perform site visits to each new site in the year that it begins. Assist with orientation and training of new site personnel. 3.11 Host and maintain website for the Department of Defense STARBASE Program to enhance the design and conduct of the program, as well as, assist with the processing of assessing the program. 3.11.1 Host and maintain website with the following requirements: program information pages; reference pages for STARBASE Directors and teachers; survey pages for assessment; message board/forum for STARBASE staff; links to other STARBASE Academy sites; an d as may be determined during a requirements meeting. 3.11.2 Revisions as necessary for reliability and security. 4.0 Place of Performance. Contractor is required to perform on this delivery order at a contractor provided site. 5.0 Period of Performance. The period of performance for this contract is from the date of contract award for twelve consecutive months thereafter with two option years. The requirement is for three (3) years: one (1) year base with two, one-year options. Capability statements should include a brief description of your experience and that of your potential subcontractors (if available) as related to this type of work and y our capability to obtain the necessary resources. The planned Request for Proposal (RFP) entitled ??????DoD STARBASE Program?????? is scheduled for release o/a 18 June 2004. The estimated amount of this program is $2 million dollars over the three years. Please identify your company as either small business, 8(a), HUB Zone, etc. Capability packages and/or written comments are to be submitted by 12:00 Noon, EST, 18 June 2004.
