- Sources Sought: USAFE Contracting Squadron, Ramstein AFB Germany is in the process of determining the acquisition strategy to obtain non-personal services for maintenance of occupied Military Family Housing Units as well as, the change of occupancy maintenance for the Kaiserslautern Military Community (KMC). The major areas of work include maintenance service calls, change of occupancy maintenance, recurring equipment maintenance, major and minor repairs, appliance maintenance, stocking and manning U-Fix-It stores, fire suppression systems maintenance, and maintenance, repair, and safety inspections for playgrounds. Other requirements shall be painting, wood floor refinishing/replacement, floor tiling, carpeting, and bathroom repair/replacement. The contractor shall be required to handle and dispose of waste and hazardous materials in accordance with Host Nation environmental laws and regulations. The total number of housing units is 5,030; however, housing units are in varying stages of activity to include inactivity, pickled, and occupied. There are 298 buildings, which include freestanding homes, duplexes, 24-unit apartment complexes, and additional support buildings. Family housing services must include a complete program that provides quality maintenance in a timely manner. Maintenance practices shall be consistent with commercial standards. The period of performance will cover a one-year base period with four, one-year options. The government expects to make an award on or about July 2004 with a phase-in to begin prior to contract starts date, 01 Oct 04. This acquisition will be issued as a Request for Proposal (RFP) on or about 9 Sep 03. All instructions/information required for submission will be included in the solicitation. We do not issue receipts for your offer. After issuance of RFP and prior to contractor proposal due, the Government will sponsor a site visit. A draft Statement of Work (SOW) will be forth coming and industry will be invited to comment on the document. When the draft SOW is posted, interested parties should review the draft SOW and provide comments via e-mail to this office. The Air Force will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition. The government plans to use the Internet (http://www.eps.gov) and e-mail as the primary means of disseminating and exchanging information. Hard copies will not be made available.
