Description
The National Oceanic and Atmospheric Administration (NOAA) has a requirement for advanced training in operations with the Central America Flash Flood Guidance System (CAFFG) for one person from the Costa Rica Meteorological Service and a second person from a Meteorological or Hydrologic Service of another Central American country for a period of at least three months during the height of the 2004 rainy season in Central America (approximately mid-August through mid-November). This acquisition will be accomplished using simplified acquisition procedures. NOAA intends to negotiate this acquisition on a sole source basis with Hydrologic Research Center (HRC) of San Diego, California. HRC is the designer, developer, and implementer of the CAFFG installed in Central America and is the only known source that can provide the required services. Although NOAA expects that only HRC can provide the required services, all responsible sources may respond to this notice by submitting a quotation not later than July 27, 2004 which shall be considered by NOAA. A determination by NOAA not to compete this requirement based upon responses to this notice is solely within the discretion of NOAA. See Note 26.
