Description
R506 ? Pharmaceutical Pricing Index B U.S. Dept. of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate on a non-competitive basis with IMS Health, Plymouth Meetings, PA. This requirement is being conducted in accordance with FAR Part 13, Subpart 13.5 Test Program for Certain Commercial Items. The Government anticipates the award of a fixed-price contract with a twelve months ordering period. The Contractor shall provide data for Construction of price deflator for Personal Consumption Expenditures (PCE) prescription drugs. The BEA currently uses data from IMS Health to measure the consumption (PCE) of prescription drugs and uses price indexes provided by the Bureau of Labor Statistics (BLS) to deflate those expenditures into a real value of consumption. Purchases by U.S. Consumers; at high frequencies (i.e, monthly); with a high degree of product details. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis.
