- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.******This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24.****** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested Contractor?s may submit a quotation.****** The National Institute of Standards and Technology is seeking to purchase Two (2) Environmental Chambers***All interested Contractor?s shall provide a quote for the following line items : Line Item 0001: Quantity One (1) Environmental Chamber which shall meet or exceed the following required equipment specifications: (1) Temperature: 23 +/- 1 degrees C (with ports plugged). Preferably this specification should be maintained with a flow of 1 cu. ft./min of air, introduced at 21 +/- 2 degrees C, through the unit; (2) Mechanical convection to maintain temperature uniformity; (3) Over temperature safety protection settable for less than or equal to 60 degrees C; (4) Capacity equal or greater than 28 cu. ft.; (5) Adjustable shelves; (6) Two available 2 inch diameter ports with plugs. The ports are intended to permit ventilation of the unit. Other openings that would permit the easy entrance or exit of air must be absent or closable during routine operation. The location of the ports must be specified and the Quoter must include information, such as the internal size and shape of the chamber, the design and spacing of the shelves, and the location of the sensors that regulate the temperatures. It is preferred that ports be located on sides or rear of unit with one port above top shelf (within 10 inch of the top of inside of the chamber) and one port below bottom shelf (within 10 inch of the bottom of inside of the chamber). and, (7) Must have a means to produce a record of the interior temperature for times not less than 1 week.. The documentation must permit determination of the extent and duration of any excursion outside the specified temperature range as follows: (a) a record (chart, printed numerical values, computer file, etc.) of time and temperature for a period of not less than one week without intervention, (b) the record must allow a determination of whether or not the temperature remained within the specified temperature range, and (c) if the temperature did not remain within the specified range must provide a record of how long and by how much the temperature was outside the specified range. Preferably this specification should be maintained with a flow of 1 cu. ft./min of air, introduced at 21 +/- 2 degrees C, through the unit; (2) Mechanical convection to maintain temperature uniformity; (3) Over temperature safety protection settable for less than or equal to 60 degrees C; (4) Capacity equal or greater than 20 cu. ft.; (5) Adjustable shelves; (6) Two available 2? diameter ports with plugs. The ports are intended to permit ventilation of the unit. Other openings that would permit the easy entrance or exit of air must be absent or closable during routine operation. The location of the ports must be specified and the Quoter must include information, such as the internal size and shape of the chamber, the design and spacing of the shelves, and the location of the sensors that regulate the temperatures. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ******Award shall be made to the quoter whose quote offers the best value to the Government, technical & price will be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical capability shall be more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include product literature, which addresses all specifications & clearly documents that the product offered meets or exceeds the required specifications as identified herein.******The following provisions & clauses apply to this acquisition: 52.204-7 Central Contractor Registration, 52.212-1, Instructions to offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions?Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items including subparagraphs: (13) 52.222-3, Convict Labor; (14) 52.222-19 Child Labor ?
