Description
USDA-Natural Resources Conservation Service is seeking technical assistance for quality control, quality assurance, and data management in design, layout, installation and certification of conservation practices and collection of land condition trend analysis data in military training areas at Fort Hood military installation, located in Bell and Coryell Counties, Texas. Conservation practices include brush management, re-vegetation, critical area treatment/planting practices; and range condition class, rangeland health, and soil erosion inventories for the Army?s annual Land Condition Trend Analysis (LCTA). The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and support necessary to provide the services as solicited. The initial contract period will be September 20, 2004 to September 19, 2005. The Government may extend the contract to a maximum of five years by exercising each of the four one-year options. The NAICS code is 541990. NRCS? intent is to use the Two-Step Bid method. Technical proposals are due on August 18, 2004, by 4:00 P.M. CST. The Solicitation is expected to be posted on Federal Business Opportunities o/a July 16, 2004. Proposals shall not include prices or pricing information. In the second step, only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for awards and each bid in the second step must be based on the bidder?s own technical proposals. Offerors should submit proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a proposal?s acceptability solely on the basis of the proposal as submitted. The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. A notice of unacceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination of unacceptability. Multiple technical proposals may be submitted by each offeror. A site showing for this project will be held on July 21, 2004 at 10:00 AM CST. We will visit the various sites on Fort Hood after a short administrative meeting. Access to Fort Hood is controlled. In order to expedite entry into the military installation, each individual will need a picture identification card, current driver?s license, current proof of insurance, and valid vehicle registration. Effective immediately, all contractors are required to be registered in Central Contractor Registration (CCR) prior to being awarded a contract by NRCS> The CCR database is the primary Government repository for contractor information required to conduct business with the Federal Government. If your firm is already registered in CCR, please provide your DUNS in the general area of Block 14 on the Standard Form 18, Request for Quotation. Please note NRCS cannot award a contract to a firm not registered in CCR. There are basically 2 steps to register: (1) Obtain a DUNS number by calling Dun and Bradstreet at 1-866-705-7511. (2) Register in CCR. The preferred method for registration is via the World Wide Web at http://www.ccr.gov. The CCR Handbook and a registration template are located at that site, under the tab title ?CCR Handbook?.
