Description The following is a request for information (RFI) for planning purposes only - The U.S. Citizenship and Immigration Service (USCIS) of the Department of Homeland Security (DHS) has a requirement for adding a digital color photograph and text to a pre-printed Certificate of Naturalization Form N-550. USCIS is interested in evaluating new color printers capable of producing both text and images on this document. We are asking for a demonstration of suitable equipment that can fulfill our needs. The ultimate intention is to procure new color printers for the approximately 100 sites where the certificates are produced. The new color printer requirements are: 1) It must be able to produce durable, tamper resistant images and text. The durability of the images calls for inks that will either penetrate and be absorbed by the paper or otherwise permanently bond to the paper. The document produced by the demonstration will be subject to testing by the U.S. Immigration and Customs Enforcement Forensic Document Lab (FDL), which will subject the document to a variety of tests using various solvents and other techniques. 2) The printer must be able to automatically feed and process forms, which have standard text and symbols preprinted on them by an intaglio printer process, without jamming or disturbing the quality of the preprinted paper. A projected volume of up to 9000 forms per month is projected per printer. 3) The printer must be able to produce pictures with a resolution of at least 720 Dots Per Inch (D.P.I) as well as standard text. 4) The printer should be able to produce at least 14 pages per minute. NOTE: The Forensic Document Lab (FDL) has evaluated printers in the past and recommends ink instead of laser technology. However, this is not an absolute requirement. In addition to the technical specifications we would like to obtain estimates of maintenance and materials costs. PAPER DESCRIPTION: The specifications of the Certificate of Naturalization are: Form N-550 Rev. 4/04 Paper size : 8 by 10 inches. Paper weight : 20lbs. writing paper or equivalent Compatibility: The paper is laser printer compatible. It has additives to absorb ink for a laser photo that will prevent the photo from being removed or scraped off. Paper surface: No surface coating. Photo Area: 2 by 2 inch All interested sources shall provide the company name, mailing address, point of contact, email address and a statement of capabilities (SOC) not to exceed 10 pages. Vendors may be contacted for a product demo and to provide printed samples for analysis and testing by the U.S. Immigration and Customs Enforcement Forensic Document Lab (FDL). Responses should be submitted to Peter M.
