Description
This is a combined synopsis-solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 15 (08/25/03). The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP), FAR Subpart 13. The North American Industry Classification System (NAICS) code is 423450 and the small business size standards in number of employees 500. This solicitation is being conducted under full and open competition, however, all things being equal, preference will be given to U.S. small businesses. Please indicate your business status on your response. The following FAR and AIDAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1 (Jul 2003); FAR 52.212-2 (Jan 1999); FAR 52.212-3 (Jun 2003); FAR 52.212-4 (Feb 2002); FAR 52.212-5 (Jun 2003), and AIDAR 752.7000. An offer should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. PURPOSE: The United States Agency for International Development, Regional Mission for Central Asia Republics, Almaty intends to purchase equipment and supplies for a Polymerase Chain Reaction (PCR) Laboratory, which will allow referenced laboratory to: 1) accomplish molecular - epidemiological studies on the prevalence of HIV, hepatitis viruses and other infectious diseases, and 2) create a methodological PCR diagnostics center in order to train laboratory specialists. As the PCR diagnostics in Uzbekistan will develop rapidly in future, it would be beneficial to create the controlling reference materials and accomplish the following tasks: a) surveillance of the test- systems quality for the PCR diagnostics; b) quality control program of the PCR laboratories. Applications: the equipment will be used to test serum samples for viral agents such as, at a minimum, HIV, and Hepatitis B and C. It is important to note that the conditions in this laboratory vary widely, including the range of ambient temperatures, the capacity and reliability of the electrical supply, and the most importantly, the quality of the water supply. The users of these laboratories will be laboratory technicians in the employ of government health departments. List of laboratory equipment and supplies (all components must be new, not refurbished; all electrical equipment must operate on 220/240 Volt, 50 Hz current and be filled or supplied with European, two-prong, grounded plugs, power cords and sockets): 1.Thermal cycler gradient (Qty1): sample capacity 96x0.2ml PCR tubes, temp control range 4 to 99 Celcius degrees; selectable temp gradient 1 to 20 Celcius degrees; block uniformity 20 to 72 Celcius degrees <+0.4; 95 Celcius degrees <+0.5; heated lid temp 100 to 115 Celcius degrees; heating/cooling rate 2.6 Celcius degrees/second; auto restart on power failure (power backup like UPS); programming capabilities 80 programs; total cycles 99. 2.Biosafety cabinet (Qty2): laminar air flow; class II, A BSC; no-ducting, face velocity 75 fpm; work area: polished stainless steel; two hepa filters (99.99% efficient); front mounted switches; angle pivoting sash; glare-free fluorescent lighting; alarm: power failure, partially blocked filter. 3.Hepa filter for biosafety cabinets (Qty8). 4.PCR bench top hood (Qty1): no-laminar air flow; no-ducting, light source: 1 white and 2 UV lamps; door with safety cutouts; timer control; outer dimensions 24Wx18Dx28H, internal dimensions 23Wx17Dx21H (inch). 5.Microcentrifuge w/18x1.5ml angle rotor (Qty1): variable speed 0 to 16,400rpm; timer 99 min in 1 min intervals; temp range 0 to 40 Celcius degrees; stand-by cooling; fast cool to 4 Celcius degrees in 20 min. 6.Mini-centrifuge (Qty3): fixed angle rotor to spin 6x1.5 tubes; adapter for 0.5 ml tubes; speed range 0 to 6,400rmp. 7.Fluorescent light for hoods (Qty3): replacement 250nm UV lamp. 8.Vortex mixer (Qty3): variable mixing speed 0 to 3000rpm; rubber cup platform; 3 power position: on, off, touch; manual touch control. 9.Thermal cycler (Qty1): sample capacity >24x0.2ml; memory up to 80 programs; total cycles 99; temp range 4 to 99 Celcius degrees; power-failure protection (like UPS). 10.Pipette filler for fast filling of plastic serological pipettes 25, 50 and 100ml (Qty2): aspirate and dispense with variable speed; rechargeable battery; AC adapter. 11.Single channel pipette 0.5-10ul (Qty1): high accuracy; adjustable volume; tip ejector; manual control dispensing. 12.Single channel pipette 2-20ul (Qty2): high accuracy; output 250V, 500mA. 20.Multi-block heater (Qty2): 1 block capacity, dim. 6x7.5x3in; standard thermostats for operating range from ambient to 140 Celcius degrees; block puller, wire cord and plug. 21.Block, alum for 30x1.5ml tubes (Qty2). 22.Block, alum 30x0.2ml tubes (Qty2). 23.Toploader balance (Qty1): capacity 150g; readability 0.001g; linearity + 2.0mg; automatic calibration with external weight; pan size (inch) 4.5 dia; rechargeable battery; AC adapter. 24.Laboratory timer (Qty3): mechanical, with pointer and loud ring alarm; digit size 2.5cm; range 1 to 60 minutes. 25.Benchtop centrifuge (Qty1): speed range 0-6000rpm; max relative centrifugal force 1,212 x g; timer 1 to 99 min, 1 min increments; must accommodate 6 tubes (2-15mL); 6 tube holder adjusters must be supplied; angled rotor. 26.Swing bucket rotor for 13x100ml (Qty1). 27.Flaked ice maker (Qty1): all metallic, stainless steel; safety thermostat to check ice production and automatically block it when max level of the container is reached; ice capacity 75lb (35kg). 28.Water purification system (Qty1): In none of the settings in which this laboratory will be established is the tap water potable; water supplies in Central Asia may be impure due to, among other problems, bacterial contamination, high mineral content, and toxic contaminants such as pesticides and petroleum products; average water hardness 1.5mg/L (up to 20mg/L); total dissolved solids181mg/L on average (could be as high as 1,500mg/L); chlorides 30.5mg/L, sulfates 36.0mg/L; output water quality: analytic grade ultra pure water to be used for buffer preparation; e.g., N?CLS Type 1 B-pure or Type 1 E-pure quality. Offer should indicate the number of replacement cartridges and/or other consumable items required for annual operation of the water purification system. For example, a two-step water purification system is optional, which includes the 1st step based on reverse osmosis (RO) and the second step based on filter deionization (a filter cartridge-based system with the spare cartridges required for annual operation). Full text of warranty, including explicit statement of applicability in Central Asia Republics, if any; name, address, telephone and e-mail contact of warranty-service provider in Central Asia Republics. Description of terms, conditions and procedures for obtaining spare or replacement parts for equipment provided, both during and after the period of warranty. 4. Cost of air shipment consigned to USAID/CDC, American Embassy, Tashkent, Uzbekistan. Delivery is due within 45 days from the effective date of award. USAID will arrange for duty and tax-free customs clearance at ports of entry. 5. Provision of laboratory technical and/or service manuals (operating instructions, installation, maintenance) in the Russian language. 6. Previous experience in the provision of similar or related equipment to agencies of the US government, such as the Centers for Disease Control and Prevention, the National Institutes of Health, the Defense Department, the Food and Drug Administration and others. 7. Origin (country of manufacture) of each product. The Authorized Geographic Codes for this contract are 000 (United States) and 110 (New Independent States - independent countries of the former Soviet Union). If a 000 or 110-origin product is not available, the offeror must provide an explanation and request a waiver in accordance with 22CFR 228.51; there is no prescribed format or form for the waiver request. 8. Identification of items on the list that are available for ordering from a Federal Supply Schedule. Order will be placed on or before September 30, 2004. The Government intends to evaluate offers and award a fixed price contract without discussions. Therefore, the initial offer must contain and meet all the Government specifications and requirements. The Government reserves the right to conduct discussions if the Contracting Officer later determines discussions are necessary. The Government may reject any or all offers and waive informalities and minor irregularities in offers received. The award decision will be based upon, in descending order of importance: 1) price, 2) technical compliance and quality, 3) warranty terms, and 4) past performance. The Government's preference is to award one contract for all items. Issuance of this combined synopsis does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of the proposals.
