- Description
- The Environmental Protection Agency (EPA) is seeking support for the Office of Solid Waste and Emergency Response/Emergency Response and Removal Division for fast, responsive environmental cleanup services for hazardous substances/wastes/contaminants/materials and petroleum products/oil in the states of New York and New Jersey. The purpose of this announcement is to determine the availability of small businesses capable of performing the activities included in the performance-based statement of objectives. Once an actual Request For Proposal (RFP) is released, it is anticipated that EPA will award one contract in order to acquire the required support. The contract will be Fixed Price/Indefinite Delivery Indefinite Quantity, with a base period of twelve months and four twelve-month Option Periods. Contractor labor hours will be invoiced at a fixed rate per hour, which will include all related charges. The contractor will be reimbursed for other direct costs incurred during performance of the contract. The estimated value of the contract range from $23,000,000 to $27,000,000. The expected labor hour utilization of the contract range from 185,000 to 188,000 regular hours and 40,000 to 43,000 overtime hours. The contractor shall take any actions required to mitigate or eliminate any hazard or damage to the environment resulting from: 1) a release or threat of a release of oil, petroleum products, hazardous substances, pollutants or contaminants into the environment; 2) the threat of fire and explosion and incidents involving terrorist acts, weapons of mass destruction, and nuclear, biological, or chemical incidents; and, 3) natural or man-made disasters. Specific tasks include 1) containment of the pollutant and countermeasure actions; 2) Clean-up, mitigation, and disposal of pollutants; 3) restoration of the clean-up site; 4) analytical activities; 5) development and implementation of a quality assurance plan; and, 6) technical support for government enforcement proceedings. Work will be ordered through the issuance of task orders. The contractor shall provide all personnel, materials, and equipment in order to perform response actions. The statement of objectives falls under NAICS code 562910, with a size standard of 500 employees. Interested small businesses must demonstrate in their qualification statement that they are qualified to perform the statement of objectives under this NAICS code. At a minimum, each small business shall provide specific details regarding: (1) office location; size of firm (employees/revenue); financial resources; other contracts, both federal and commercial; (2) Ability to provide qualified personnel; (3) Ability to provide equipment or methods of obtaining the necessary equipment; (4) Ability to develop, implement, and manage a quality assurance plan; (5) Ability to provide the specific, capabilities/experience necessary to provide a Level A team or teams with trained, experienced, labor and appropriate equipment necessary to perform Level A response operations safely and in a timely manner; (6) Ability to establish 24 hour call center and physically respond to a specific site within 48 hours; (7) Ability to maintain a response-by-response accounting of all costs incurred in accordance with generally accepted accounting principles.
