- The purpose of this modification is to clarify Sources Sought synopsis PR-HQ-04-11916, originally posted to Fed Bizz Ops on June 23, 2004. This Sources Sought synopsis is being conducted to identify businesses that possess the necessary technical capabilities to provide Multi-Level, Multi-Matrix Organic Sample Analysis for USEPA's Office of Superfund Remediation and Technology Innovation (OSRTI). THIS SOURCES SOUGHT SYNOPSIS IS BEING CONDUCTED IN RELATION TO OUR PREVIOUSLY POSTED PRE-SOLICITATION SYNOPSIS PR-HQ-04-11340 (posted May 7, 2004) FOR THE SAME SERVICES, AND DOES NOT REPLACE PR-HQ-04-11340. Issues raised by several interested parties suggest that the original submission deadline of July 9, 2004 for laboratory Quality Assurance Plans (QAP's) and Standard Operating Procedures (SOP's) does not provide enough time for complete preparation of the documents, given the complex nature of the requirements of Exhibit E of the SOM1.X Statement of Work (SOW). AS A RESULT, WE HAVE DECIDED TO EXTEND THE SUBMISSION DEADLINE BY TWO WEEKS TO JULY 23, 2004. Furthermore, the request for submission of written QAP's and SOP's that meet the requirements of Exhibit E of the SOW is clarified as follows: QAP's submitted in response to this Sources Sought synopsis ARE NOT REQUIRED to address each specific technical of scientific detail of the SOM1.X SOW analysis procedures. However, QAP submissions must include all of the ELEMENTS of QAP's as described in Exhibit E, Sections 5.1 through 5.1.2 and Section 5.2, Parts A through G, and be able to detail the general practices of the laboratory that serve to meet the INTENT of each specific requirement of Exhibit E, Sections 5.1 through 5.1.2 of the SOW. SOP's submitted in response to this Sources Sought synopsis ARE NOT REQUIRED to address each specific technical or scientific detail of the SOM1.X SOW analysis procedures. However, SOP submissions must include all of the ELEMENTS concerning SOP's as described in Exhibits E and F of the SOW, and be able to detail the general practices of the laboratory that serve to meet the INTENT of Exhibit E, Sections 6.0 through 6.3 12, and Exhibit F, Sections 3.0 through 3.8.2 of the SOW.
