- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to enter into negotiations for a firm fixed price contract on an other than full and open competition basis with J. A. Woollam Co., Inc., 645 M Street, Suite 102, Lincoln, NE 68508 for a variable angle spectroscopic ellipsometer Model V-VASE with Autoretarder (one each) to include training and installation. The V-VASE with Autoretarder can determine the optical constants n and k of transparent films on transparent substrates as required by the government. The V-VASE with Autoretarder is a variable angle spectroscopic ellipsometer that operates in the spectral range from 240 to 1700nm includes: a vertical sample stage with vacuum chuck that can accommodate up to 200-mm-diameter samples, a fully automated angle-of-incidence adjustable from 20 to 90 degrees, double monochromatic, removable focusing optic s to decrease the beam diameter to 200 microns, bundled hardware and a proprietary operating system consisting of a controller with 512-MB RAM, 40-GB hard drive, CD-RW, 3.5-inch floppy, 17-inch LCD monitor, WVASE32 software for data acquisition and analysis, automated sample translation and VASEManager software to allow automated mapping of various sample locations in a 150mm by 150mm area. The Autoretarder allows measurement of delta from 0 to 360 degrees with no areas of low sensitivity. Delivery of the items is FOB destination to the Naval Air Warfare Center Weapons Division China Lake, CA within 2 months after receipt of contract. Award will be issued under the authority of the test program for commercial items (FAR 13.5). This requirement is limited to the J. A. Woollam Co., Inc. because the V-VASE with its unique Autoretarder is the only spectroscopic ellipsometer that can determine the optical constants n and k of transparent films on transparent substrates as required by the government. Any firm believing they can provide a variable angle spectroscopic ellipsometer that can determine the optical constants n and k of transparent films on transparent substrates to the same precision and accuracy determined by the V-VASE with Autoretarder may submit a written response to be received at the Contracting Office no later than ten days after this notification is published. Responses shall provide documentation to include brochures and/or literature that show they can meet the requirements stated in the synopsis. All requests must reference RFQ Number N68936-04-T-0145.
