Description

The Naval Air Systems Command (NAVAIR) intends to negotiate with Rolls-Royce Engine Services Oakland, 7200 Earhart Road, Oakland, CA 94621-4504, on a sole source basis, to modify a depot repair contract to procure configuration changes to Government owned material. The change replaces ceramic blade tracks with metal blade tracks on approximately 19 sets of government owned T56-A-427 first stage vane segments removed during depot rework operations. These changes will be made in accordance with Rolls-Royce Engineering Change Proposal (ECP) 2141 approved by the Naval Air Systems Command. This firm fixed price new procurement modification will effect the approved ECP and eliminate one of the primary reliability degraders for this engine. Rolls-Royce Corporation is the designer, developer, and sole manufacturer of the T56-A-427 engine and Rolls-Royce Engine Services Oakland is the only authorized depot repair facility for that engine. Rolls-Royce Engine Services Oakland is the only source that can remove the vane segments, manage the changes to the Government furnished material and reinstall the changed material into T56-A-427 in time to meet fleet operational needs.
