SOLICITATION NO. 0204RQ40480 ? REQUEST FOR QUOTATION DATE: 01 July 2004 CLOSING DATE: 19 July 2004. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND NO WRITTEN SOLICITATION WILL BE ISSUED. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This acquisition is not set aside. The NAICS Code is 517110, size standard 1500 employees. The Minerals Management Service (MMS), Offshore Minerals Management has identified a need for telecommunication circuits, long distance service for outgoing video conferencing and yearly usage for five (5) years for the new offices for the Alaska Outer Continental Shelf (AOCS) offices in Anchorage, Alaska. The new location is at 3700 C Street, Anchorage, Alaska. Interested concerns are invited to submit quotations for the following: SCOPE OF WORK: 1) The contractor shall provide on-site installation and testing (testing will include verification that all features and functions work properly) services for the following telecommunication circuits, beginning September 1, 2004 and completing no later than September 30, 2004, quantity two (2) each, ITEM NO. 0001: Integrated Switch Digital Network ? Primary Rate Interface (ISDN-PRI) circuits with 200 Direct In Dial (DID) numbers with caller name and phone number, quantity three (3) each, ITEM NO. 0002: Integrated Switch Digital Network ? Basic Rate Interface (ISDN-BRI) circuits for video conferencing. 2) The contractor shall provide on-site installation and testing (testing will include verification that all features and functions work properly) of long distance service for outgoing video conferencing, beginning September 1, 2004 and completing no later than September 30, 2004, quantity three (3) each, ITEM NO. 0003: ISDN-BRI Long Distance (LD) for video conferencing. 3) The contractor shall provide base year (10/01/2004 ? 09/30/2005) usage for the circuits in Item No.?s 0001 and 0002 which will include premium level technical support with site visits if required, quantity twelve (12) months, ITEM NO. 0004: Base Year Usage for Item No. 0001 circuits. Quantity twelve (12) months, ITEM NO. 0005: Base Year Usage for Item No. 0002 circuits. 4) Contractor shall provide base year (10/01/2004 - 09/30/2005) usage for the long distance services in Item No. 0003 which will include premium level technical support with site visits if required, quantity twelve (12) months, ITEM NO. 0006: Base Year Usage for Item No. 0003 long distance service. 5) Contractor shall cover base year (10/01/2004 ? 09/30/2005) excess charges needed over and above monthly usage changes, quantity one (1) year, ITEM NO. 0007: Excess usage charges which will be funded for a Not to Exceed amount of $2,000 per year. 6) The contractor shall provide option year I (10/01/2005 ? 09/30/2006) usage for the circuits in items 0001 and 0002 which will include premium level technical support with site visits if required, quantity twelve (12) months, ITEM NO. 0008: Option Year I Usage for Item 0001 circuits. Quantity twelve (12) months, ITEM NO. 0009: Option Year I Usage for Item 0002 circuits. 7) Contractor shall provide option year I (10/01/2005 - 09/30/2006) usage for the long distance services in Item 0003 which will include premium level technical support with site visits if required, quantity twelve (12) months, ITEM NO. 0010: Option Year I Usage for Item 0003 long distance service. 8) Contractor shall cover option year I (10/01/2005 ? 09/30/2006) excess charges needed over and above monthly usage changes, quantity one (1) year, ITEM NO. 0011: Excess usage charges which will be funded for a Not to Exceed amount of $2,000 per year. 9) The contractor shall provide option year II (10/01/2006 ? 09/30/2007) usage for the circuits in items 0001 and 0002 which will include premium level technical support with site visits if required, quantity twelve (12) months, ITEM NO. 0012: Option Year II Usage for Item 0001 circuits. Quantity twelve (12) months, ITEM NO. 0013: Option Year II Usage for Item 0002 circuits. 10) Contractor shall provide option year II (10/01/2006 - 09/30/2007) usage for the long distance services in Item 0003 which will include premium level technical support with site visits if required, quantity twelve (12) months, ITEM NO. 0014: Option Year II Usage for Item 0003 long distance service. 11) Contractor shall cover option year II (10/01/2006 ? 09/30/2007) excess charges needed over and above monthly usage changes, quantity one (1) year, ITEM NO. 0015: Excess usage charges which will be funded for a Not to Exceed amount of $2,000 per year. 12) The contractor shall provide option year III (10/01/2007 ? 09/30/2008) usage for the circuits in items 0001 and 0002 which will include premium level technical support with site visits if required, quantity twelve (12) months, ITEM NO. 0016: Option Year III Usage for Item 0001 circuits. Quantity twelve (12) months, ITEM NO. 0017: Option Year III Usage for Item 0002 circuits. 13) Contractor shall provide option year III (10/01/2007 - 09/30/2008) usage for the long distance services in Item 0003 which will include premium level technical support with site visits if required, quantity twelve (12) months, ITEM NO. 0018: Option Year III Usage for Item 0003 long distance service. 14) Contractor shall cover option year III (10/01/2007 ? 09/30/2008) excess charges needed over and above monthly usage changes, quantity one (1) year, ITEM NO. 0019: Excess usage charges which will be funded for a Not to Exceed amount of $2,000 per year. 15) The contractor shall provide option year IV (10/01/2008 ? 09/30/2009) usage for the circuits in items 0001 and 0002 which will include premium level technical support with site visits if required, quantity twelve (12) months, ITEM NO. 0020: Option Year IV Usage for Item 0001 circuits. Quantity twelve (12) months, ITEM NO. 0021: Option Year IV Usage for Item 0002 circuits. 16) Contractor shall provide option year IV (10/01/2008 - 09/30/2009) usage for the long distance services in Item 0003 which will include premium level technical support with site visits if required, quantity twelve (12) months, ITEM NO. 0022: Option Year IV Usage for Item 0003 long distance service. 17) Contractor shall cover option year IV (10/01/2008 ? 09/30/2009) excess charges needed over and above monthly usage changes, quantity one (1) year, ITEM NO. 0023: Excess usage charges which will be funded for a Not to Exceed amount of $2,000 per year. 18) Successful installation and testing are defined as full system functionality, and includes the removal of all packaging materials, tools, etc. Items will be priced F.O.B. destination. Payment will also be based on successful installation/testing and written acceptance and monthly usage charges each year. In the performance of tasks above, the contractor shall comply with all Government security requirements in place at the time of performance. PLACE OF PERFORMANCE: Minerals Management Service, Alaska Outer Continental Shelf, 3700 C Street, 5th Floor, Computer Room, Anchorage, AK 99508. On-site performance shall take place during normal business hours of 8:00am to 5:00pm, Monday through Friday, excluding Government holidays. METHOD OF EVALUATION: 52.212-2 Evaluation ? Commercial Items (JAN 1999) ***The following Factors shall be used to evaluate offers listed in order of importance: 1) Technical Merit - Offerors MUST demonstrate a clear understanding of technical requirements and specifications. Preference will not be given to offerors proposing ?bargain? solutions, such as inferior products or reduced levels of service. 2) Total Price (see note (1) above). 3) Record of Past Performance - Prospective contractors are invited to submit a list of three (3) references to facilitate evaluation. *** 4) Options will be evaluated in accordance with the clause. Quotations are due by close of business, Monday 19 July 2004 to the contracting office in Denver, CO identified above. Offers received after this time and date will not be considered. Offers are preferred by electronic means (email and fax), but are accepted by mail. Oral quotations will not be accepted. Prospective contractors are advised that the following provisions are applicable to this solicitation document.
