Description
This is Amendment 0004 to the combined synopsis/solicitation for the Aerial Surveillance Platform and is issued for the purpose of providing questions and answers. The proposal due date does not change. Proposals are due 7 Jul 04, 2:00 p.m. Central Standard Time (CST). Q1: I have a question concerning the modality of data reporting for the solicitation. My understanding is the following. 1.Submission of a technical cpabilities of the a/c separately. 2.Submission of document with pricing and past performance with all the CLINS. 3.Submission of Executive Summary with contact info etc. All of these documents should be sent to the attention of Debra Ennis. May you confirm this or advise of the correct procedure? A1: Technical capabilities of the total system as defined in the solicitation should be provided in a separate document. No pricing or past performance data should be included in this document. The price for the system, broken down by CLIN as set forth in the solicitation, should be subm itted in a separate document. Information regarding your past performance should be submitted in a separate document. This document should not contain any pricing information. The Executive Summary should be submitted as a separate document and shall in clude the Company name, phone number, fax number, physical address, email address and company point of contact. A summary of the company history (years in business, financial stability, capabilities as a company) with the listing of any parent, subsidiary or joint companies with names, addresses, email and phone numbers shall also be included in the Executive Summary. The proposal should be addressed to Carole Hubbard, Contracting Officer, and should be emailed to the following email address: fwasp@redst one.army.mil. (NOTE: IF YOU HAVE ALREADY SUBMITTED A PROPOSAL, PLEASE DO NOT RESUBMIT IT TO THIS EMAIL ADDRESS WITHOUT PROPER IDENTIFICATION THAT IT IS A DUPLICATE SUBMISSION OF A PROPOSAL SUBMITTED TO ANOTHER EMAIL ADDRESS, FAX OR VIA HARDCOPY MAIL.) Q 2: Section 2 'Applicable Documents' lists among other things that FAA Part 23 Airworthiness applies and in Secton 3.0.1 'Aircraft Characteristic' there is the statement 'System must be certified to a minimum equivalent FAA FAR Part 23 standard.' Will air craft certified under CAR Part 3, the predecessor to FAA part 23, be acceptable for this solicitation? A2: CAR part 3 certification is acceptable as long as the aircraft meets all other requirements for IFR and IMC operation. Q3: What altitude are you lo oking at for your surveillance platform? A3: There is no specific altitude required. However, paragraph 3.0.3 of the solicitation requires a sensor that is capable of detecting a man-sized target at 3km range from 2,000 ft+ AGL. Q4: We have a major prob lem, that I believe is common to any other bidder who would not have the aircraft already in Iraq. Ferry flight expense and liability. In fact we are not able to find any kind of insurance coverage for our pilots and the a/c hull, for Iraq. We propose t hat the solicitation be amended to have the Iraqi pilots do the ferry flight. After all they are to be trained, and they will fly missions in Iraq. Else, what is the position of the US Army Aviation and Missile Command regarding the safety of our non-mil itary pilots? A4: The solicitation will not be amended to have Iraqi pilots do the ferry flight. Your concern is noted. However, at this time, Iraqi pilots will be unavailable to perform the ferry flight due to other mission requirements. Delivery of t he aircraft to Basrah International Airport is required.
