Description
This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.603(c)(2)(iii) as supplemented with additional information included in this notice. This announcement constitutes the only solicitatio n; proposals are being requested and A Written Solicitation Will Not Be Issued. Solicitation number for this acquisition is W74V8H-04-T-0129 and is being issued as a Request for Quote. The requirement is for a Firm-Fixed Price purchase order. Delivery is o ne time. The solicitation subject acquisition is being issued as a 100% small business set aside. North American Industry Classification system code (NAICS) is 334210. The small business standard is 1000 employees. The Government may consider all respon sible sources that submit a quote. Subject Solicitation will close 14 July 2004, 1:00PM, EST. Delivery is requested by 01 August 2004. A brand name or equal with the salient physical, functional, or performance characteristics of the brand name Polycom must be met to be acceptable for award, and in accordance with FAR 52.236-5 Material and Workmanship. The following descriptions are provided for the requirement. Item 0001 4 each - View station FX (NTSC) with IP. Multipoint Plus. Item 0002 4 each - View station FX Quad BRI Interface (North America). Item 0003 4 each - Visual Concert FX Module for View station FX. Item 004 4 Sites - On Site Installation and Training, for all four (4)-installation sites within the Washington, DC area. Item 005 A Premier Plus Contract, 1- Year, View station FX, Next Business Day Parts, and Labor; Unlimited Phone Support during Business Hours; Software Updates and Upgrades for all units at the four installations. The following FAR clauses and provisions apply to this requirement: 52.212-1 Instructions to Offerors - Commercial Items (OCT 2000). 52.212-2 Evaluation Commercial Items (JAN 1999). FAR Part 13 - Simplified Acquisition Procedures. The Government will a ward a purchase order resulting from this combined synopsis/solicitation to the responsible Offeror whose quote conforms to this synopsis/solicitation will be the most advantageous to the Government, price and other factors considered. 52.212-3 Offeror Re presentations and Certifications Commercial Items (JUNE 2003). FAX 703.696.0376, Debbie.Fiorillo@hqda.army.mil STATEMENT OF WORK U.S. Army, Judge Advocates General s Corps (Army JAG) BACKGROUND: The Office of the Judge Advocate General (OTJAG) has been funded to implement an upgraded Video Teleconference Solution for four of its geographically separated sites. The Judge Advocate General s Corps supports the Army mission by providing a full range of legal services, focused on core missions of fostering personal and organizational discipline; advising commanders and other Army leaders; providing soldier services in claims, legal assistance, and criminal defense; protecting Army interests before regulatory boards and in civil courts; and developing tomorrow s leaders. In order to perfor m these legal services, attorneys often rely on video teleconferences to discuss and resolve complex legal issues with JAG officers stationed throughout the world. REQUIREMENTS: Video teleconference capabilities are required to ensure JAG personnel have the ability to contact, discuss and review legal matters with colleagues throughout the world. The equipment annotated in the task section below meets this requireme nt. SCOPE: The Contractor shall provide a firm fixed price complete solution to meet the video teleconferencing (VTC) needs of the Office of The Judge Advocate General. The price quote shall be for a total price of all components, to include premium maintena nce, onsite installation and end user training. The overall design of the project should allow for future expansion and enhancements based on the concept of this document. TASK: Purchase four sets of the following: View station FX multipoint plus unit, View station Quad BRI interface, Visual Concert Module for View station FX, Onsite Installation, 1 Year Premium Polycom Maintenance, and On Site End User Training will be acc omplished at Rosslyn and Ballston VA, Two Sessions each.
