Description

This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP), solicitation number FA7000-04-T-0701, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23. The North American Industrial Classification System (NAICS) number is 511210. This is 100% set aside for small business. This is a Sole Source Only Acquisition approved in accordance with 6.302-1 (c). The Government intends to award a contract on a sole source basis to Fracture Technology Associates ("FTA"). FTA is the only source capable of fulfilling the governments requirement that can meet USAFA requirements. ITEM 0001: Standard system with program and data memory upgrade, Qty: 01 EA; ITEM 0002: 19" rack mount kit, Qty: 01 EA; ITEM 0003: Cable Assembly: Qty: 01 EA; ITEM 0004: DC potential drop system, Qty: 01 EA; ITEM 0005: Grapher 4.0 plotting software; ITEM 0006: Fatique crack growth rate- compliance/dcpd: ITEM 0007: Fatigue crack growth rate-dcpd: ITEM 0008: 2 days FCGR training at contractors site. Offeror must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition and the no addenda applies. The provisions at 52-212-2, Evaluation--Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible Offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors will be used to evaluate Offeror: Award will be made based on determining the technically acceptable offer with the lowest evaluated price. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items applies to this acquisition, no addenda applies. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 12, 13, 14, 15, 16, 24. DFARS 252.212-7001, Contract terms and conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items, applies to this acquisition with the inclusion of the following DFARS: 252.204-7004, Required Central Contractor Registration, 252.225-7000, Buy American Act - Balance of Payments Program Certificate, 252.225-7001, and Buy American Act and Balance of Payments Program.
