- Description
- The VA, Denver Distribution Center seeks an Architect & Engineering (A/E) firms? qualifications (SF 330) demonstrating their experience (including recent roofing projects of similar sizes), background and capability to perform the roofing system design at the VA Service and Distribution Center, Chicago, Illinois, project #796-04-101. The A/E shall provide comprehensive Architect & Engineering (A/E) services to facilitate the award of phased construction contracts to replace entire B-37 Roof (except as noted below). The A/E firm shall design the entire B-37 roof project at the on set, however, the construction shall be done in two distinct phases (Phase 1 in FY 2005 and Phase 2 in FY 2006) to meet the VA funding requirements. The A/E services shall also include comprehensive construction period services to include consulting support during the entire Phase 1 & 2 construction, as described in details below. The existing B-37 roof system consists of membrane and tar and gravel surfaces, with varying elevations. The work shall include Schematic/concept design, Design Development drawings and Specifications, detailed cost estimates, and construction bid documents to facilitate the award of the above construction contract, maintaining quality, budget and schedule. The proposed project will renovate the entire roof sections (approximately 500,000 GSF) of the Hines B-37 structure, except for the CMOP area (34,560 GSF in NW corner of B-37) roof. B-37 is a single (2 stories in certain areas) story warehouse/Depot type of structure (built in 1940s) with various elevations, including staff offices of over 400 people. The A/E shall develop a comprehensive roofing system design which shall address all roofing related components including structural concrete, insulations, flashings, skylights, drainage, gutters etc.. The replacement/upgrade of the existing lightning protection system to meet all master labeled UL certifications and NFPA codes is also a part of this design. In addition, the A/E design shall also consider all future maintenance, reliability, environmental and warranty type of issues. The design shall include a thorough survey of the existing roofing systems to ensure development of a sound roofing design applicable for this specific structure and the environment. The A/E shall evaluate the integrity of the existing structural concrete deck (deploying non-destructive testing methods such as X?ray and core drill test etc.); recommend necessary repairs and include that in the design package. All environmental issues such as lead based paint, asbestos (no known asbestos problem), other hazardous materials on the roof and the safety of the building occupants and the construction workers during the construction shall also be addressed and included in the design documents. All Architectural, Mechanical, Electrical, life safety, local, national and VA codes including UBC, NFPA etc. must be adhered to design this project. The A/E shall also provide comprehensive construction period services including approval of shop drawings, submittals, consulting, site inspections and problem resolutions during the actual construction. Furthermore, Comprehensive CIH (Certified Industrial Hygienist) services including a full time IH during actual abatement, as necessary, shall be provided. Project includes development of contract drawings, specifications and cost estimates for review at 10%, 50% and 100%. Also included are site investigation and construction period services. The estimated construction budget is between $1,000,000.00 and $2,000,000.00. The area of consideration for this acquisition is restricted to firms located within a 100 mile radius of the VAMC Hines, IL. Interested firms must submit two (2) copies of SF330 with appropriate documentation to Patrick Harvey, Contracting Officer (905c), PO Box 25166, Denver, CO. 80225-0166 by close of business July 30, 2004.
