- Human Resource Consulting Services: The Department of Veterans Affairs, Office of Acquisition Operations Services, Washington, D.C., intends to award a contract on as sole source basis to HR Trouble Shooting, LLC, 9504 Alhambra Court, River Ridge, LA 70123. The proposed contractual action will be for Human Resource (HR) Consulting Services to Support the Veterans Benefits Administration?s (VBA) Human Resource Community (regional offices and four human resource centers). The consultant services would require the ability to immediately evaluate and assess situations and propose solutions. Additionally, the HR consulting to be provided will require: 1)working knowledge of VBA?s business lines to include: Compensation and Pension, Vocational Rehabilitation and employment, Loan Guaranty, Education, and Insurance; 2) familiarity of the Claims Process Improvement Model and duties and responsibilities of the major VBA occupations including Veterans Service Representatives, Rating Veterans Service Representatives, Loan Specialists, and Vocational Rehabilitation Counselors; 3)and understanding of the role of the Veterans Service Organizations and their relationship to VBA; 4)knowledge concerning the provisions of the national Master Agreement between VA and the American Federation of Government Employees(AFGE); 5)knowledge of VA and VBA Human Resources policies; and 6)knowledge of the organization, structure, and operations of a VBA Regional Office, Pension Maintenance Center, Insurance Center, Loan Guaranty Center, and Education Regional Processing Center, as well as, the relationship between VBA field offices, Area offices, and VBA Central Office. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
