- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to negotiate a one-time, firm-fixed price contract on a sole-source basis with SkidCar Systems, Inc., 6440 Sky Pointe Drive, Suite 140, Las Vegas, Nevada for: (A) two (2) SkidCar Systems with spare parts; (B) two (2) SkidVan Systems with spare parts; (C) four (4) days of training for four (4) FBI employees; and (D) all four (4) systems installed on Government-Owned vehicles. This announcement constitutes the only solicitation, a written solicitation will not be issued. RFQ-808759 is a 100% Small Business Set-Aside. All Incorporated provisions and clauses are those in effect through FAR Circular 2001-24. The North American Industry Classification Code (NAICS) is 336330 with a Business Size Standard of 750 employees. FOB Destination to the FBI Academy, Quantico, Virginia. In addition, the installation of the SkidCar and SkidVan Systems shall occur at the FBI Academy. A Standard one (1) year Commercial Warranty is required. Delivery of items shall be 90 days after receipt of order. The following FAR provisions and clauses are incorporated by reference and apply to this solicitation: FAR Provision 52.212-1, Instructions to Offerors--Commercial Item (JAN 2004); FAR Provision 52.212-2, Evaluation--Commercial Item (JAN 1999); FAR 52.212-3, Offeror Representations and Certifications--Commercial Items (MAY 2004); FAR 52.212-4, Contract Terms and Conditions--Commercial Items (OCT 2003); FAR 52.215-5, Facsimile Proposals (OCT 1997); and FAR 52.212-5, Facsimile Proposals (OCT 1997). The full text clauses can be obtained at http:// www.acqnet.gov. This notice is not a request for competitive proposals; however, interested persons may identify their interests and capability to respond to this requirement. Quotes must be clearly marked with RFQ-808759. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonable available to the purchasing activity. The government reserves the right to request product samples which can be tested for compatibility. The Government will not pay for any information/sample(s) received. Offerors are to include a completed copy of the Provision 52.212-3, Offeror Representations and Certifications--Commercial Item (MAY 2004) and a completed Standard Form (SF) 1449, with their offer. Award will be made to the responsible offeror whose quote conforms to this solicitation and is the Best Value to the Government. The following evaluation factors, in descending order of importance, will be used to evaluate offers: (1) technical capabilities, (2) past performance, and (3) price. In order to evaluate past performance, submit three (3) references (preferably Government) for similar acquisitions within the past three (3) years. Include the name and address of the organization, name, and telephone number of a point of contact and brief description of the item(s) sold. Technical and past performance when combined are significantly more important than cost or price. Offerors responding to this solicitation must provide their DUNS, CCR, and Tax Identification numbers. The Government reserves the right to award this Contract without discussion. Only United States Citizens will be permitted access to FBI space. Security checks will be made on all Contractor employees requiring access to the facility. The Government shall not be liable for any cost incurred by the Contractor, any subcontractor, or any contract employee, in the furnishing of the required security information, or in complying with the FBI's security requirements during the entire term of the Contract. The FBI shall have and exercise full and complete control over granting, denying, withholding or terminating access for contract individuals. Offerors are hereby notified that due to Security Issues, only faxed offers will be considered by the Government. All proposals received by 2:00 PM, EDT, Monday, July 26, 2004 will be considered by the Government. Quotes can be faxed to (703) 632-1844.
