Description
The Agency for Healthcare Research and Quality intends to negotiate on a sole source basis with Battelle Memorial Institute, 505 King Avenue, Columbus, Ohio 43201. The purpose of the Support for Quality Indicator-II (SQI-II) contract is to provide technical support for the AHRQ Quality Indicators (QIs). The contract will ensure the continuity, timeliness, and accuracy of the core tasks of general user support; technical support of the indicators; support of the QI website and related activities; enhancement, refinement, and updating of current modules and transitioning current and future modules to an independent (of third-party software) software program; assisting stakeholders with QI implementation; evaluation of impact; provision of administrative and management support to AHRQ; and integration of QI research and development work within the user and technical support systems. The estimated period of performance is three years, with two one-year options. Battelle Memorial is the only source which has the required expertise and in-depth understanding of the QI software tools and QI user needs, begun under a previous support contract through Stanford University, Center for Primary Care and Outcomes Research through which the offeror was the technical support subcontractor. The organization has more than 7000 hours of experience with providing technical assistance to QI users and AHRQ staff; has demonstrated capability in providing the technical resources to AHRQ to effectively support the QI program including the QI website, listserv, user support system, transforming SAS QI software to SPSS, and preparation of QI documentation and other user materials. Battelle Memorial is the only contractor which can respond immediately to requests for technical support for the QI software and meet the demands of users. The offeror must be able to demonstrate that it can provide a full range of technical support in the use of the QIs through the web, e-mail and by telephone. Technical support will include a range of activities such as providing help with the programming language in which the software is written, providing assistance in troubleshooting software problems, guidance on effective means of presenting results, helping to interpret results, and answering questions about appropriate use of output from the software. The offeror must also be able to update the software on an annual basis or more frequently if appropriate and work to keep the QIs current and relevant to health care quality improvement needs, public reporting, pay for performance and related measurement efforts; integrating refined and new measures; and continuing to refine and develop tools and products to support users and facilitate expanded use and implementation of the QIs. Interested parties should respond with capability statements. Capability statements (no more than ten pages in length) to the contracting officer, no later than 12:00 noon local prevailing time, July 15, 2004. All responses will be considered by AHRQ. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Numbered Note 22.
