- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH THE UNIVERSITY OF WASHINGTON-SCHOOL OF AQUATIC AND FISHERIES SCIENCE (UW) FOR THE ALASKA FISHERIES SCIENCE CENTER (AFSC). THE AFSC RECRUITMENT PROCESSES PROGRAM HAS SOUGHT TO UNDERSTAND HOW BIOLOGICAL AND PHYSICAL PROCESSES CONTRIBUTE TO RECRUITMENT VARIABILITY OF FISH STOCKS IN THE NORTHEAST PACIFIC (NEP) AND BERING SEA (BS). RESULTS OF ONGOING EFFORTS HAVE PROVIDED THE FOUNDATION FOR A TWENTY-PLUS YEAR ICHTHYOPLANKTON DATA SET THAT PROVIDES DETAILED INFORMATION ON THE DISTRIBUTION AND ABUNDANCE PATTERNS OF FISH EGGS AND LARVE AS WELL AS RELATED EARLY LIFE HISTORY (ELH) DATA. AFSC COMPILES AND COLLECTS ELH OF KEY FORAGE FISH SPECIES. AFSC HAS PUBLISHED A TAXONOMIC GUIDE TO ELH STAGES OF OVER 200 SPECIES OF FISHES THAT SPAWN IN THE NEP. A METADATABASE OF CRUISE DATA IS ALSO AVAILABLE, BUT HAS YET TO BE INTEGRATED WITH AFSC?S RELATIONAL DATABASE (ICHBASE). THIS CONTRACT WILL INCREASE DISTRIBUTION OF, AND ACCESS TO, AFSC?S RESEARCH RESULTS BY PRODUCING A WEB-ACCESSIBLE INTERACTIVE ICHTHYOPLANKTON INFORMATION SYSTEM (IIS) FOR AFSC?S DATA FROM THE NEP AND BS. THE IIS WILL MERGE SAMPLE COLLECTION INFORMATION WITH LARVAL IDENTIFICATION GUIDE AND ICHTHYOPLANKTON DISTRIBUTIONAL ATLAS INTO AN INTERACTIVE, SEARCHABLE, INFORMATION SYSTEM. THE IIS WILL INTEGRATE AFSC?S COMPILATION OF ICHYTHYOPLANKTON INFORMATION FROM 1972-1996 GATHERED FROM THE NEP AND BS. UW IS THE ONLY FACILITY WITH THE EXPERIENCE, INTEREST, AND INFRASTRUCTURE TO MAINTAIN A LARVAL FISH COLLECTION IN THE REGION. IT IS NOT POSSIBLE TO DUPLICATE UW?S EFFORTS TO DATE WITHOUT ADDITIONAL EXPENSE DUE TO ORIENTATING NEW VENDOR. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $50,000.
