- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH BLACKWELL JOURNAL PUBLISHERS FOR THE PACIFIC MARINE ENVIRONMENTAL LABORATORY (PMEL). PURPOSE OF PROPOSED SOLE SOURCE CONTRACT IS TO PUBLISH SCIENTIFIC ARTICLES IN THE SCIENTIFIC JOURNAL ENTITLED FISHERIES OCEANOGRAPHY. NOAA PMEL IS LEADING PUBLICATION OF A SCIENTIFIC JOURNAL CONTAINING A SERIES OF ECOLOGICAL MANUSCRIPTS DISCUSSING THE ALEUTIAN ISLANDS. THIS IS THE FIRST COMPENDIUM OF RESEARCH RESULTS FOR THIS MARINE REGION THAT FALLS UNDER NOAA JURISDICTION FOR FISHERIES MANAGEMENT AND ENFORCEMENT. FINDINGS PUBLISHED IN THE VOLUME WILL HAVE SIGNIFICANT IMPACT ON MANAGEMENT OF COMMERCIAL RESOURCES AND ENDANGERED MARINE SPECIES. PMEL MUST PUBLISH IN A SCIENTIFICALLY REPUTABLE JOURNAL THAT IS WIDELY ACKNOWLEDGED FOR ITS SCIENTIFIC EXCELLENCE IN FISHERIES AND MARINE ECOLOGY, CLIMATE STUDIES, AND BIOLOGICAL, CHEMICAL AND PHYSICAL OCEANOGRAPHY. PMEL CHOSE THE SCIENTIFIC JOURNAL FISHERIES OCEANOGRAPHY ISSUED BY BLACKWELL PUBLISHING. FISHERIES OCEANOGRAPHY IS DESIGNED TO PRESENT AN EXCHANGE OF INFORMATION AMONGST FISHERIES SCIENTISTS WORLDWIDE. FISHERIES OCEANOGRAPHY OCCUPIES A UNIQUE NICHE AMONG SCIENTIFIC JOURNALS. FISHERIES AND OCEANOGRAPHY ARE OF INTEREST TO A WIDE AUDIENCE, BOTH BASIC AND APPLIED. FISHERIES ARE OF ECOLOGICAL AND ECONOMIC IMPORTANCE, AS WELL AS SOCIAL VALUE. OCEANOGRAPHY IS THE STUDY OF OCEANS AT ALL SCALES, INCLUDING ITS RESPONSE TO CLIMATE CHANGE SUCH AS EL NINO AND GLOBAL WARMING. FISHERIES OCEANOGRAPHY SCOPE ENCOMPASSES CLIMATE, OCEANOGRAPHY, AND FISHERIES AUDIENCES. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $50,000.
